Full-Time Position
The Mid-Level Grants Management Analyst is a full-time professional position supporting the Federal Highway Administration (FHWA) Grants Management Support Services contract.
The analyst works independently under the direction of the Program Manager and Senior Grants Management Analysts to support the complete lifecycle of federal financial assistance awards. This position is responsible for assisting with pre-award, award, post-award, monitoring, compliance, and closeout activities while ensuring adherence to the Uniform Guidance (2 CFR Part 200), Department of Transportation policies, and FHWA grants management procedures. The Mid-Level Analyst serves as a primary resource for reviewing grant documentation, performing financial and compliance analyses, maintaining grant records, and providing technical assistance to grant recipients.
The analyst will review grant applications and supporting documentation to determine completeness, eligibility, and compliance with program requirements. Responsibilities include analyzing budgets, reviewing SF-424 grant forms and supporting documentation, validating indirect cost rates, conducting financial and cost analyses, identifying potential compliance issues, and supporting recipient risk assessments. The analyst will document findings, prepare recommendations, and assist government staff throughout the award review process.
Following award issuance, the Mid-Level Analyst supports the administration and oversight of active grants by reviewing financial and programmatic reports, monitoring recipient performance, evaluating reimbursement requests, processing award modifications, reviewing no-cost extensions, assisting with grant closeout activities, and maintaining complete and accurate grant files. The analyst also helps identify compliance concerns, tracks corrective actions, supports audit readiness efforts, and provides timely recommendations to government personnel.
The position requires frequent interaction with grant recipients, FHWA program officials, and other federal stakeholders to provide technical assistance regarding grant requirements, federal regulations, reporting requirements, financial management, and compliance responsibilities. The analyst must possess excellent analytical, organizational, written, and verbal communication skills while managing multiple assignments in a fast-paced federal grants environment.
Typical responsibilities include:

Reviewing grant applications for completeness, eligibility, and regulatory compliance.

Performing budget analysis and evaluating proposed project costs for allowability, allocability, and reasonableness.

Conducting recipient risk assessments and documenting compliance findings.

Reviewing financial and program performance reports submitted by grant recipients.

Monitoring grant activities and assisting with compliance reviews and desk audits.

Processing grant amendments, modifications, carryover requests, and closeout documentation.

Tracking corrective actions and supporting audit resolution activities.

Providing technical assistance to grant recipients regarding federal grants management requirements.

Maintaining grant files, reports, and documentation using FHWA grants management systems.

Preparing correspondence, reports, spreadsheets, and management summaries to support program operations.
The Mid-Level Grants Management Analyst position is a full-time role consisting of 1,920 hours annually. The FHWA contract includes three full-time Mid-Level Grants Management Analyst positions that support day-to-day grants administration and compliance activities across the agency's discretionary and competitive grant programs. The position offers the opportunity to work on complex federal transportation grant programs while supporting responsible stewardship of federal funding and ensuring recipients comply with all applicable statutory and regulatory requirements.
