The Public Employee Retirement System of Idaho (PERSI), recognized nationally as one of the leading pension systems in the country, has an opening for a IT Software Engineer III. The IT Software Engineer III to serve as a technical leader within our Applications team. This position provides leadership in the design, evaluation, and implementation of business technology solutions built on Power Apps, SQL, our enterprise content management (ECM) system, and WordPress, while providing hands-on technical guidance, mentorship, and direction to fellow team members.
The incumbent is expected to exercise sound, independent technical judgment; communicate recommendations clearly to technical and non-technical audiences alike; and uphold high standards of quality, security, and maintainability across the team's work. This position will work with PERSI staff to build stronger relationships with our members at every step of their retirement journey. As a Software Engineer III, you will:
- Mentors developers and analysts, including reviewing work products and providing constructive feedback.
- Leads design sessions, sets technical direction, mentors team members, and holds the team accountable to sound architecture and coding standards.
- Diagnoses complex, first-time business problems and directs analysis to resolve issues with significant technical and economic feasibility considerations.
- Designs, develops, and maintains solutions using Power Apps, SQL Server/databases, the agency's ECM system, and WordPress-based web properties.
- Optimizes technology solutions to align with business-driven processes across the agency.
- Maintains and advances the agency security program as it relates to applications, data, and platform configuration.
- Leads improvement and standardization of the agency-wide document management strategy and ECM systems.
- Monitors and improves data quality across agency systems and platforms.
- Develops and implement technology improvement plans agency wide.
- Optimizes web servers and applications for uptime, performance, usability, and security.
- Presents clear, logical statements of business problems and proposed designs, incorporating input from business partners and other developers.
- Designs projects requiring integration across multiple technical platforms; develops code and configuration for new or existing systems.
- Participates in evaluation and selection of hardware, software, and platform standards, balancing standardization with innovation.
- Creates and maintains information architecture documentation, including site maps, flow charts, and technical specifications.
- Formulates and upholds technical recommendations, including in circumstances involving differing viewpoints from business partners, vendors, or peers.
- Identifies and raises concerns regarding scope, timelines, or requirements that may compromise system security, data quality, or long-term maintainability.
- Communicates technical trade-offs and recommendations clearly to agency leadership and other stakeholders.
Exercises independent judgment to resolve ambiguous technical situations and determine appropriate courses of action.
