PAINTER/ROVING UTILITY WORKER
FACILITIES MAINTENANCE DEPARTMENT
Job Grade 15: Hourly Rate Range $28.45 to $36.08 (Night Differential Rate)
POSITION SUMMARY OF DUTIES IN CAPACITY OF PAINTER: Prepares area designated for painting by removing items affixed to the area needing paint, such bulletin boards, clocks, etc, patching walls if needed using putty, plaster, taping off the area as needed, and applying paint, varnish, and similar materials.
SUPERVISION RECEIVED: Works under the supervision of the Facilities Director or Deputy Facilities Director, or their designees (Assistant Supervisor of Operations).
SUPERVISION EXERCISED: Nominal supervision over employees of lower grade, as the lead person on specific projects, required.
GENERAL DUTIES:
1. Prepares surfaces by washing, scraping, sanding, puttying, patching.
2. Erect ladders and scaffolding.
3. Mixes and matches paints.
4. Applies paint, stain, varnish, and other finishes to surfaces by means of a brush, roller or spray equipment. Able to work in a neat and orderly fashion, cleans splatter if needed.
5. Tape, float, and texture walls and ceilings.
6. Cleans brushes and equipment.
7. Ability to provide job estimates of materials needed, recommend quantities and qualities to be requisitioned.
PAINTER QUALIFICATIONS:
1. Considerable knowledge of the tools, materials, methods, and standard practices used in the painting trade.
2. Considerable knowledge of methods of preparing wood, metal, glass, plaster, cement, and other materials and surfaces for painting.
3. Working knowledge of the occupational hazards and safety precautions of the trade.
4. Skill in the application of drawing sashes and to applying paint and other finishes by brush or paint applying equipment, and in mixing and matching paints.
5. Ability to climb ladders and work from scaffolding.
6. Ability to understand and follow directions.
7. Prepares work areas, moves furniture, assures adequate ventilation and masks worn around areas being painted; spreads drop cloths to protect flooring.
8. Graffiti removal from the interior and exterior of buildings.
9. Ability to operate tools and equipment according to established safety procedures.
10. Ability to follow established safety procedures and techniques to perform job duties, including lifting, climbing, bending, stretching, etc.
11. Store, handle and dispose of paint, stain, varnish, and other chemicals according to established procedures.
12. Lead paint certification required
POSITION SUMMARY OF DUTIES IN THE CAPACITY OF ROVING UTILITY WORKER: Oversees specific projects as assigned and participates in maintaining the condition and cleanliness of County buildings. Makes repairs and assures that systems are in good operating condition. Fills any position of a lower grade when required by the Superintendent of Buildings, Maintenance Supervisor, and/or their designees.
SUPERVISION RECEIVED: Works with a minimum of supervision under the direction of the Facilities Director or Deputy Facilities Director, or their designees (Assistant Supervisor of Operations) who reviews performance for adequacy. The Employer retains the authority to assign hours of work and location of work at their discretion. Employer will only change hours of work and location of work by providing the employee with reasonable notice.
SUPERVISION EXERCISED: Nominal supervision over employees of lower grade, as lead person on specific projects, required.
ROVING UTILITY WORKER GENERAL DUTIES:
1. Assists other employees with their duties of maintaining County buildings.
2. Maintains records on assigned projects and oversees persons of lower grade when required.
3. Performs finishing operations such as plaster repair, sanding, re-glazing, painting or varnishing inside and outside of the building.
4. Performs nominal repair to concrete and masonry structures.
5. Performs minor repairs as necessary on equipment used in maintenance operations, such a buffer, vacuums, etc.
6. Performs any task required of Senior Building Custodian or Custodian.
7. Assist County tradesmen (carpenter, plumber, and electrician) as required.
8. Assures adequate utilities services including heat and power.
9. Moves furniture, loads and unloads supplies and material, greases and oils motors and equipment, cleans air conditioning units and filter, picks up and delivers mail to and from post office for all departments when so instructed.
10. Oversees and assists in snow clearance, mowing of grass, trimming shrubbery and related exterior tasks.
GENERAL QUALIFICATIONS
1. Requires extensive knowledge and skills with maintenance and cleaning supplies, methods, tools, and equipment used in maintaining large buildings.
2. Capable of properly operating buffing machines, snow blowers, lawn mowers and any other equipment used in building maintenance, as well as tools and equipment to repair same.
3. Working knowledge of plumbing, electrical, carpentry and masonry trades with the ability to perform satisfactorily in each.
4. Working knowledge of hot water and low pressure steam boilers with the ability to operate, maintain and perform minor repairs on each.
5. Capable of performing general masonry repairs and properly mixing concrete or mortar to accomplishing same.
6. Requires the ability and desire to climb and work off ladders and staging at considerable heights in either the interior or exterior of buildings.
7. Ability of schedule and oversee other employees when assigned.
8. Ability to estimate repair costs for specific projects and maintain simple records associated therewith.
9. Requires the possession of a valid, unrestricted Massachusetts driver’s license
10. Requires a flexible off time schedule to permit filling in for other employees in emergencies on short notice.
