Primary Responsibilities
The primary duties of an Assistant Resident Engineer are
Perform daily field inspection of roadway construction to ensure compliance with approved plans and specifications, Caltrans procedures and safety protocols.
Independently resolve onsite issues and coordinate with contractors for project compliance.
Prepare detailed documentation, including daily diaries and quantity sheets.
Coordinate materials testing and construction staking services.
Read and interpret plans, specifications and other complex construction documents.
Review submittals including shop drawings, product data, test samples, construction work plans
Assist the Resident Engineer in all aspects of required field and office engineering work including, but not limited to the following: inspection of roadway construction operations, traffic control; contract change order (CCO) preparation and review; and Storm Water Pollution Prevention Plan (SWPPP) enforcement, coordination of construction staking and surveying, responding to Request for Information (RFI)
Review, inspect, and approve traffic control systems, including lane closures, in accordance with Caltrans’ standards and requirements.
Ensure approved materials are received and correctly incorporated within the project.
Monitor, coordinate and enforce construction compliance with contract documents, safety regulations and environmental documents.
Identify non-compliant work and takes appropriate action to bring back into compliance
Immediately report critical issues and/or possible delays to supervisor
Monitor and document all construction equipment, personnel and activities.
Assist Resident Engineer with documenting the project progress
Perform calculations from the plans verifying location, grade, line, and depth of various elements
Ensure all changes and/or modifications are noted on the final plans
Facilitate safety meetings and other team meetings.
Communicate and coordinate effectively with various contractors, entities, clients, and regulatory agencies
Perform constructability review of design plans
Required Qualifications
US Employment Authorization without needing sponsorship
2+ years of documented progressively responsible experience in roadway inspection of highways or major public works projects, DOTs, and OSHA safety standards, serving as an Assistant Resident Engineer, Assistant Structure Representative, Construction QA Inspector, or equivalent. Preferably: Knowledge of Caltrans Standard Plans, Standard Specifications, and Construction Manual
A 2-year pre-engineering degree, OR a Bachelor’s Degree OR higher degree in Civil Engineering, Construction Management, Structural Engineering or relevant majors (ABET Accredited).
OSHA 10
Proven experience in Portland Cement Concrete (PCC) and Hot Mix Asphalt (HMA) paving, especially in Continuously Reinforced Concrete Pavement (CRCP)
Ability to work autonomously and make decisions in a dynamic environment
Proficiency in Caltrans specifications, Lane Closure System, and safety measures
Strong skills in documentation and record-keeping
Excellent communication and interpersonal skills
Proficient with writing daily inspection reports and preparing progress payment quantity sheets
Flexible to work alternative shifts including weekends and nights
Ability to work in outdoor field construction sites, and office include sitting for periods of time
Knowledge of computers, computer applications, and computer software programs. Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint)
A valid Driver’s License and compliance with PACIFIC’s Vehicle Policy
Pre-employment drug test. Also, subject to drug and alcohol testing during the course of employment in accordance with PACIFIC’s Drug, Alcohol and Illegal Items Policy
Preferred Qualifications
Possession of a California PE license
Possession of a valid Engineer-in-Training (EIT) or FE certificate
Possession of ACI Field Technician Grade 1 Certificate
Ability to use the common Caltrans bridge construction manuals: Construction Manual
Knowledge and experience with monitoring labor compliance
Knowledge and experience with the Storm Water Pollution Prevention Program (SWPPP)
Knowledge of Critical Path Method (CPM) software such as Primavera Project Planner (P3, P6) and SureTrak, or any updated version, as a minimum; Scheduler Analyzer Pro; and Microsoft Project
Professional certifications by recognized inspection agencies (ACI, QSP, Caltrans, etc.) for applicable CTMs, ASTMs and/or ACI procedures and take samples and perform field-controlled tests of construction materials for quality assurance
Background clearance to perform work on or near the rail system
Design Build experience
Previous hands-on experience working with projects on DOT Right-of-Way
Experience in preparation of position papers and meetings for the Dispute Review Board (DRB) or DRA
Experience in preparation of Claims files, documents and reports
