The incumbent of this position provides executive support in administrative, project management, and organizational support to the HTA Chief Administrative Officer (CAO) with the Hawaii Emergency Management Agency, procurement administration, program and budget management, business process improvement, employee training coordination, information technology support, and general administrative functions necessary to ensure efficient and compliant operations across the organization.
A. Knowledge:
An employee in this position must possess knowledge of project management, contract management, change management, business process mapping and improvement methodologies, procurement laws, policies, and procedures for the State of Hawai‘i, and must be conversant with technology.
B. Skills/Abilities:
Proficient in Excel and PowerPoint and other Microsoft applications; ability to read, comprehend, and apply written and oral directions; ability to communicate effectively with others orally and in writing; maintain effective working relationships with others; and the ability to maintain a multi-task oriented workload.
C. Education:
Graduation from a four (4)-year accredited college or university, with a bachelor’s degree in the areas of business or law. Excess work experience as described below under “Experience” or any other progressively responsible administrative, professional, and other analytical work experience which provided knowledge, skills, and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree with the course work previously cited may be substituted for the required education on a year-to-year basis.
D. Experience:
Three (3) years of specialized experience in business process improvement, change management, procurement and/or contracts management. Knowledge and experience working with State of Hawaii policies and processes, such as those relating to budget and fiscal, human resources, procurement and contract development.
E. Required Licenses, Certificates, etc.:
Valid Hawai‘i Driver’s License

Other combinations of education and/or experience may be allowed, subject to review and acceptance by the HTA President & Chief Executive Officer and/or designee.
This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
