Salary Range: $50,000-$58,000 (commensurate with experience)

The Homeless Leadership Alliance of Pinellas (HLA) strives to prevent, divert, and end homelessness in Pinellas County by providing leadership to community partners and stakeholders in the planning, implementation, and alignment of the community-wide crisis response system.
Job Purpose
The Performance Improvement Specialist supports the quality, reliability, and effective use of data within the Pinellas Homeless Management Information System. The position conducts provider and project-level data reviews, coordinates HMIS monitoring activities, identifies trends and areas for improvement, and works with providers to address findings and strengthen performance.
This role uses HMIS reports, monitoring results, and provider follow-up to identify data-quality concerns, evaluate improvement, and support consistent compliance with HUD requirements, local policies, and approved HMIS practices.
Duties & Responsibilities
Data Quality & Performance Reviews
- Conducts routine and targeted reviews of provider- and project-level HMIS data for completeness, accuracy, consistency, and timeliness.
- Runs and reviews established HMIS reports to identify discrepancies, unusual patterns, reporting concerns, and areas requiring follow-up.
- Identifies recurring data quality and performance concerns across providers, projects, workflows, project types, and data elements.
- Supports data validation for federal reports, funder reports, monitoring activities, and system-performance reviews.
Compliance Reviews & Documentation
- Coordinates HMIS compliance desk audits and targeted provider reviews.
- Organizes reports, project files, record samples, and supporting documentation used to assess HMIS data quality and provider performance.
- Documents review observations, findings, risks, and recommended corrective actions for management review.
- Organizes ongoing data reviews and maintains clear documentation of findings and follow-up activities.
Internal Data Reviews & Provider Follow-Up
- Communicates findings to providers and coordinates practical improvement or corrective-action plans.
- Conducts follow-up reviews to determine whether corrections were completed and improvements were sustained.
- Shares findings during Internal Data Reviews and works with the HMIS team to identify needed workflow improvements, technical assistance, or training.
Performance Tracking & Reporting
- Responsible for collecting, analyzing, and interpreting data using statistical methods, and preparing accurate, timely reports that provide meaningful insights and support CoC decision-making.
- Prepares summaries of common findings, outstanding corrective actions, provider progress, and emerging risks.
- Tracks provider improvement activities and unresolved concerns through follow-up and resolution.
- Provides clear updates to HMIS leadership regarding significant findings, recurring concerns, and areas requiring additional support or management attention.
Policies & Procedures
- Supports updates to the HMIS Data Quality Plan, the HMIS Policies & Procedures, and review tools.
- Helps ensure review practices remain consistent with HUD, DCF, and local requirements.
Other
- Participates in HMIS reporting, Point-in-Time Count activities, emergency management, policy development, and other major initiatives as assigned.
- Duties and responsibilities may change, and new ones may be added, at any time with or without advanced notice.
Skills and Qualifications
- Bachelor’s degree from an accredited college or university with two to five years related experience and/or training.
- Knowledge of data quality, performance improvement, monitoring, compliance, and quality-assurance practices.
- Ability to maintain confidentiality and appropriately handle sensitive client, provider, and performance information.
- Ability to review project-level data and identify patterns, discrepancies, risks, and improvement needs.
- Strong analytical, problem-solving, organizational, and communication skills.
- Ability to communicate findings clearly, constructively, and professionally.
- Ability to manage multiple reviews, findings, deadlines, and follow-up activities.
- Proficiency in Microsoft Office, particularly Excel, and web-based data-management systems.
- Previous HMIS or WellSky Community Services experience preferred.
- Familiarity with HUD HMIS Data Standards, Annual Performance Reports, ESG CAPERs, or similar reporting tools preferred.
- Ability to work independently and collaboratively.
Reliable transportation and Level II Background Screening are required.
