EDUCATION AND EXPERIENCE :
Bachelor’s degree in Industrial Engineering, Environmental Engineering, or a closely related field from an accredited four-year college or university
Three years of progressively responsible experience in environmental, custodial, facility maintenance, or building operations, including direct involvement with hazardous materials, chemical handling, or safety compliance.
Leadership and supervision of facility, custodial, or maintenance staff, including third-party vendors and contractors performing asbestos abatement or chemical disposal work.
Experience coordinating maintenance and environmental activities with multiple departments and external vendors.
Familiarity with preventive maintenance programs, HVAC systems, and indoor air quality (IAQ) investigation procedures.
Experience implementing safety and quality control programs related to facility operations or environmental compliance.

CERTIFICATION :
Asbestos Hazard Emergency Response Act (AHERA) certification or willing to obtain
Current medical clearance and annual respirator fit test certification (required for field site visits or inspections).
High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
PRIMARY PURPOSE SUMMARY :
Manage and administer the District’s Asbestos Management Program in accordance with federal, state, and local regulations. Oversee the District’s chemical inventory program, ensuring safe handling, storage, and disposal of hazardous materials in compliance with environmental regulations. Serve as liaison to regulatory agencies and internal departments regarding asbestos, hazardous materials, and indoor air quality concerns. Provide technical guidance and oversight to ensure that all environmental projects, abatement activities, and chemical disposal processes are conducted safely, efficiently, and in full compliance with applicable standards. Ensures that NEISD’s facilities maintain safe and healthy environments through proactive management of environmental health and safety programs.
ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
Asbestos Program Management
1. Administer the District’s Asbestos Management Program in compliance with AHERA (40 CFR 763) and Texas Department of State Health Services (TDSHS) regulations.
2. Review all existing asbestos documentation; ensure that required records (inspection reports, lab analyses, notifications, and management plans) are properly catalogued, secured, and readily accessible.
3. Identify and obtain any missing documentation to ensure complete and compliant recordkeeping.
4. Oversee completion of required six-month periodic surveillance and three-year re-inspections; ensure reports are received, reviewed, and filed promptly.
5. Verify that each campus Asbestos Management Plan is updated annually and maintained in both hardcopy and digital formats.
6. Coordinate and oversee third-party consultants and licensed abatement supervisors retained by the District to perform inspections, air monitoring, and abatement activities.
Training and Awareness
7. Coordinate and oversee the annual Asbestos Awareness training for all custodial and maintenance employees as required by Board Policy, AHERA, and TDSHS/TDLR regulations.
8. Develop and deliver, or coordinate, training on hazardous materials handling, labeling, storage, and disposal consistent with OSHA Hazard Communication (HAZCOM) standards.
9. Maintain attendance logs, training certificates, and verification of compliance for all required staff.
Hazardous Materials and Chemical Inventory Management
10. Maintain and update the District’s chemical inventory and Safety Data Sheet (SDS) database for all campuses and departments.
11. Coordinate with Maintenance & Operations, Fine Arts, Science, and Athletics to ensure proper storage, segregation, and disposal of hazardous chemicals.
12. Schedule and oversee hazardous waste collection and disposal through approved vendors, ensuring full compliance with EPA and TCEQ regulations.
13. Review and approve vendor manifests and disposal documentation for accuracy and retention.
Regulatory Coordination and Reporting
14. Serve as the District’s liaison with regulatory agencies, including EPA, TDSHS, TCEQ, and TEA, on all environmental compliance matters.
15. Prepare and submit reports, notifications, and updates as required by AHERA, TCEQ, and District policy.
16. Participate in audits, inspections, and compliance reviews; ensure timely correction of findings.
Emergency Response and Oversight
17. Respond to environmental concerns such as suspected asbestos damage, chemical spills, or indoor air quality complaints.
18. Coordinate initial assessment, containment, and remediation with licensed contractors and consultants.
19. Communicate findings and corrective actions to affected campuses and departments.
Continuous Improvement and Collaboration
20. Recommend process improvements, training, and system enhancements to strengthen District environmental compliance.
21. Support the Engineering, Maintenance, and Safety teams in developing environmentally responsible practices.
22. Willing to participate in District-provided training and obtain any additional certifications required to perform assigned duties (e.g., AHERA Designated Person, HAZWOPER Awareness, or Air Monitoring Technician).
23. Maintain confidentiality of information and uphold professional and ethical standards in all environmental program activities.
24. Reports to work on time every day.

QUALIFICATION REQUIREMENTS:
• Knowledge of environmental compliance standards, including AHERA, OSHA, EPA, TDSHS, and TCEQ requirements (training will be provided if not already certified).
- Knowledge of safe chemical usage, storage, and disposal practices in large-scale public or educational facilities.
- Ability to effectively use computers and common Microsoft programs (Word, Excel, Outlook).
- Ability to read and interpret contract documents, plans, specifications, building codes, Board Policies, and operating and maintenance manuals.
- Ability to prepare clear and accurate reports, correspondence, and documentation for internal and regulatory use.
- Strong verbal and written communication skills with the ability to present information effectively to employees, administrators, and contractors.
- Ability to work independently and make sound judgments related to environmental safety and compliance.
- Valid Texas Driver’s License with a driving record that meets the requirements of the District.
PHYSICAL DEMANDS:
While performing the duties of this position, the employee is frequently required to stand, walk, stoop, kneel, crouch, or crawl, and to communicate clearly both verbally and in writing. The employee may occasionally be required to sit, use hands to handle or feel objects, reach with hands and arms, climb ladders, or maintain balance while working in mechanical or confined spaces. The employee must be able to lift, carry, or move objects weighing up to 50 pounds and safely operate equipment associated with inspections or site assessments. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The position also requires the ability to drive District vehicles between campuses and project sites as part of assigned duties.
WORK ENVIRONMENT:
While performing the duties of this position, the employee may work in a variety of settings including office, school campus, mechanical, construction, and outdoor environments requiring mobility across varying site conditions and occasional use of personal protective equipment (PPE) such as respirators, safety glasses, gloves, and hard hats. The employee is regularly exposed to outside weather conditions and moderate to high noise levels associated with construction or maintenance activities.
