Job Summary:
The U.S. Department of Housing and Urban Development (HUD) Certified Housing Counselor provides subject matter expertise in housing counseling services, program implementation, and compliance with federal housing regulations. This role supports the delivery, evaluation, and continuous improvement of housing counseling programs in alignment with HUD requirements and national standards.
Position Summary:
StratComm, Inc. is seeking experienced HUD Certified Housing Counselors to join a team of Subject Matter Experts supporting a newly awarded federal contract with the U.S. Department of Housing and Urban Development (HUD).
This is a unique opportunity to contribute to the development and continuous improvement of the HUD Housing Counselor Certification Examination. Team members will work collaboratively with assessment specialists, psychometricians, and adult educations experts to develop, review, revise, and validate examination content that accurately reflects the knowledge and skills required of today's HUD Certified Housing Counselors.
This is a remote, part-time, independent contractor position with work performed on an as-needed basis throughout the life of the project.
Essential Responsibilities
As a member of the exam development team, you will:
- Collaborate with assessment professionals to develop and refine certification examination content.
- Draft, review, and revise exam questions that accurately measure the knowledge and competencies required for HUD Certified Housing Counselors.
- Validate existing examination items to ensure technical accuracy, relevance, fairness, and alignment with current HUD policies and industry best practices.
- Participate in structured item writing, content review, and exam blueprint workshops.
- Recommend updates to examination content based on changes to HUD guidance, regulations, and housing counseling practices.
- Provide subject matter expertise to ensure examination content reflects real-world housing counseling scenarios.
- Participate in virtual meetings, review sessions, and collaborative discussions with project team members.
- Maintain confidentiality and comply with all examination security requirements.
Minimum Qualifications
- Active HUD Certified Housing Counselor certification.
- Minimum of five (5) years of professional experience providing HUD-approved housing counseling services or managing HUD-funded housing counseling programs.
- Demonstrated expertise in one or more housing counseling disciplines, including homeownership, foreclosure prevention, rental housing, financial capability, homelessness, or reverse mortgage counseling.
- Strong understanding of HUD housing counseling requirements, regulations, and National Industry Standards for Homeownership Education and Counseling.
- Excellent written communication skills with the ability to clearly articulate complex concepts.
- Ability to critically review technical content and provide thoughtful, constructive feedback.
- Comfortable working collaboratively in a virtual team environment.
Preferred Qualifications
- Experience developing training materials, curricula, examinations, or instructional content.
- Previous participation in exam development, item writing, item review, or standard-setting activities.
- Experience serving as a trainer, mentor, or technical assistance provider within the housing counseling community.
- Experience supporting federally funded contracts or government programs.
