Position Summary; Continuum of Care: PHP, IOP, OP, and ASAM 3.1
The Clinical Director is responsible for the overall clinical integrity, operational management, and regulatory compliance of our substance use disorder (SUD) and co-occurring mental health treatment programs. This role oversees a full continuum of care, including Outpatient (OP), Intensive Outpatient (IOP), Partial Hospitalization (PHP), Level 3.1 Clinically Managed Low-Intensity Residential services and level 3.5 Clinically Managed High Intensity Residential services.
The ideal candidate will merge strong clinical leadership with rigorous adherence to Maryland COMAR 10.63 regulations and CARF International behavioral health standards, fostering a culture of continuous quality improvement (CQI).
Key Responsibilities
Clinical Leadership, Supervision & CARF Alignment
- Provide administrative and clinical supervision to a multidisciplinary team of licensed therapists, certified addiction counselors, and residential staff.
- Oversee clinical intake assessments, ASAM-aligned treatment planning, utilization reviews, and discharge planning across all levels of care.
- Foster a therapeutic environment utilizing CARF-emphasized, evidence-based practices (e.g., CBT, DBT, trauma-informed care, and person-centered planning).
- Conduct regular clinical team meetings, case consultations, and structured peer-review audits to meet CARF Quality Assurance (QA) metrics.
Program Operations & Level 3.1 Management
- Maintain operational workflows for both outpatient settings (OP/IOP/PHP) and the 24-hour structured recovery environment required for Level 3.1 residential environments.
- Ensure Level 3.1 programming satisfies the mandatory clinical hours per week alongside life skills, medication monitoring, and case management components.
- Manage clinical staff scheduling, facility coverage, crisis-intervention protocols, and incident reporting.
Regulatory Compliance, CARF Readiness & Quality Assurance
- Serve as the primary clinical point of contact for the Maryland Department of Health (MDH), Behavioral Health Administration (BHA), and Local Behavioral Health Authorities (LBHA).
- Maintain continuous institutional readiness for State licensing inspections under COMAR 10.63 and CARF accreditation surveys.
- Implement and manage a comprehensive CARF Performance Measurement and Management (PMM) plan, tracking clinical outcomes, satisfaction indicators, and efficiency metrics.
- Oversight of health and safety protocols, accessibility planning, and risk management assessments as required by CARF Sections 1 and 2.
- Audit Electronic Health Records (EHR) to ensure clinical documentation seamlessly satisfies both COMAR licensing mandates and CARF conformance criteria.
Qualifications & Requirements
- Education: Master’s degree or higher in Social Work, Counseling, Psychology, or a related human services field.
- Licensure: Must hold an active, independent clinical license in the State of Maryland with approved supervisor status (LCSW-C, LCPC, or LCADC).
- Preferred Experience: Minimum of 3–5 years of clinical leadership or supervisory experience in an addiction treatment or behavioral health setting.
- Skills: Strong crisis-intervention management, excellent clinical documentation auditing skills, and proficiency with behavioral health EHR systems.
