Title: Director of Operations, Staten Island

General Summary
Under the supervision of the Mott Street Properties (MSP) Chief Operating Officer, the Director of Operations is responsible for providing strategic and operational leadership for seven affordable housing properties located in Staten Island. The Director of Operations oversees all day-to-day property operations including property management, maintenance, leasing, compliance, subsidy administration, fiscal oversight, legal coordination, vendor management, tenant relations, and operational planning.
The Director of Operations exercises independent judgment and decision-making authority to ensure the properties are operated efficiently, safely, compliantly, and in alignment with the mission, values, goals, and best practices of Mott Street Properties, Inc. and the Sisters of Charity Housing Development Corporation (SCHDC). The Director of Operations is responsible for maintaining high-quality housing standards, supporting resident stability, and fostering collaborative relationships with staff, residents, vendors, community stakeholders, and government agencies.
This position serves as a senior operational leader and is expected to proactively identify operational challenges, develop solutions, implement process improvements, and ensure organizational objectives and performance benchmarks are achieved.
Responsibilities
Operational & Property Oversight
- Provide leadership and oversight of seven Staten Island properties, including direct supervision of the Director of Property Management and Senior Leasing and Compliance Manager, as well as indirect oversight of property management, leasing, maintenance, and administrative staff.
- Oversee staffing functions including hiring, onboarding, training, coaching, performance evaluations, disciplinary action, professional development, employee engagement, and termination recommendations.
- Delegate responsibilities appropriately and ensure accountability across operational teams.
- Develop, implement, and monitor operational strategies, systems, policies, procedures, and best practices to promote efficient and effective property operations.
- Conduct regular site inspections and operational reviews to ensure properties are maintained to organizational, regulatory, and safety standards.
Leasing, Rent Administration & Compliance
- Manage, support, and monitor all rent and administrative activities including tenant rent collection, leasing, move-ins, recertifications, subsidy administration, annual and interim certifications, transfers, surrenders, move-outs, vacancy management, and occupancy benchmarks.
- Ensure compliance with HUD, LIHTC, Fair Housing, landlord-tenant laws, and all applicable federal, state, and local housing regulations.
- Oversee audit preparation, regulatory inspections, agency reporting, corrective action plans, and compliance-related documentation.
- Monitor operational performance metrics including occupancy levels, rent arrears, vacancy turnaround times, recertification completion, inspection outcomes, and other established benchmarks.
Maintenance & Facilities Management
- Manage, support, and monitor the maintenance of safe, clean, structurally sound, and healthy properties through effective preventative and corrective maintenance practices.
- Oversee work order systems, apartment turnover schedules, inventory control, capital needs coordination, appliance and supply management, and building systems maintenance.
- Ensure all equipment, building systems, and life safety systems are maintained in good working order and in compliance with applicable codes and regulations.
- Direct maintenance staff regarding daily, monthly, quarterly, annual, and seasonal responsibilities.
- Coordinate emergency response efforts related to building systems, weather events, resident emergencies, and other operational crises as needed.
- Participate in long-term operational and capital planning efforts for the properties.
Fiscal & Vendor Management
- Oversee the sound fiscal management of the properties to promote fiscal responsibility and sustainable operations.
- Prepare, manage, and monitor operational budgets and expenditures, including invoice review and approval, reserve drawdown recommendations, variance analysis, and cost-control measures.
- Oversee procurement activities including vendor selection, contract negotiations, bidding processes, service agreements, insurance compliance, and vendor performance evaluations.
- Maintain current vendor contracts, Certificates of Insurance (COIs), and related documentation.
Legal, Resident Relations & Community Engagement
- Manage and monitor landlord-tenant legal matters including non-payment proceedings, holdovers, stipulations, reasonable accommodations, resident complaints, and related legal processes in coordination with legal counsel.
- Address tenant concerns, disputes, and sensitive resident issues in a professional, respectful, and solution-oriented manner.
- Maintain positive working relationships with residents while promoting housing stability and adherence to lease obligations.
- Build and maintain strong relationships with community stakeholders, government agencies, funding sources, vendors, and neighborhood organizations.
- Represent SCHDC and MSP professionally at meetings, inspections, hearings, and community functions.
Collaboration & Leadership
- Collaborate closely with SCHDC social service staff and Program Directors to ensure residents receive high-quality supportive services and housing stability support where applicable.
- Promote a strong and collaborative partnership between property management and social service teams.
- Communicate effectively with SCHDC and MSP leadership regarding operational performance, risks, compliance matters, resident concerns, staffing issues, and property-related initiatives.
- Prepare operational reports, analyses, and recommendations for executive leadership.
- Lead or participate in organizational initiatives, committees, and activities that advance the mission and strategic goals of SCHDC and MSP.
- Perform other related duties as assigned.
Education/Qualifications
- Commitment to the mission, values, and goals of Mott Street Properties, Inc. and the Sisters of Charity Housing Development Corporation.
- Bachelor’s degree in Business Administration, Property Management, Public Administration, Housing, Social Services, or related field, or equivalent combination of education and experience.
- Low Income Housing Tax Credit (LIHTC) and HUD training and certification required or willingness and ability to obtain after hire. Additional certifications/licenses may be required.
- Minimum of 5 years of progressively responsible experience in property management, affordable housing operations, housing compliance, or related field.
- Minimum of 3–5 years of supervisory and leadership experience with demonstrated ability to lead, motivate, coach, and manage teams effectively.
- Strong knowledge of HUD, LIHTC, Fair Housing, landlord-tenant law, and affordable housing regulations.
- Knowledge of social service programs, supportive housing models, and housing funding sources preferred.
- Demonstrated ability to manage multiple complex priorities and projects in a fast-paced environment.
- Strong analytical, organizational, leadership, communication, conflict resolution, and problem-solving skills.
- Ability to exercise sound judgment, discretion, and independent decision-making.
- Proficiency in Microsoft Office Suite, AppFolio or similar property management software, and operational reporting systems.
- Valid driver’s license and ability to travel regularly between housing sites as needed.
Working Conditions
The general responsibilities of this position are performed both in an office environment and at housing sites. The position requires frequent sitting, standing, walking, climbing stairs, and movement throughout office and residential properties for up to 8 hours per day in a busy environment with frequent interruptions and competing priorities.
The Director of Operations must be able to manage stressful and time-sensitive situations while interacting professionally and effectively with residents, staff, vendors, government representatives, and community stakeholders. Work may require travel between properties and occasional availability outside normal business hours to respond to operational or building emergencies.
