To advance community health through a strong network of health centers and other safety net providers.
COMPANY BACKGROUND:
The Iowa Primary Care Association (Iowa PCA) has supported Iowa’s community health centers since 1988 to expand access to affordable, high quality, integrated care. The Iowa PCA, along with our sister companies INConcertCare (INCC) and IowaHealth+ (IH+), provides training, technical assistance, and shared services opportunities in quality improvement, value-based care, health information technology, and other areas. We have expanded our services through a new partnership with the Iowa Department of Health and Human Services to serve as the new statewide Behavioral Health Administrative Service Organization (BH-ASO), providing an opportunity to expand our efforts and connection to the broader behavioral health safety net.
Purpose of the Position
The District Leader plays a crucial role in overseeing the administrative and operational functions of an ASO within a designated district. Reporting directly to the Director of District Operations & Strategy, the District Leader ensures efficient service delivery, compliance, and effective collaboration between the ASO, providers, and stakeholders.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Regional Operations Oversight

Manage the daily operations of the ASO within the assigned district, ensuring alignment with organizational policies and goals.

Monitor the performance of service delivery, ensuring efficiency, quality, and timeliness.

Act as the primary point of contact for district-level operations and resolve operational challenges.

Provider and Stakeholder Relations

Build andmaintainstrong relationships with behavioral health providers, community organizations, and other stakeholders.

Facilitate communication between the ASO and providers to ensure clarity on processes, expectations, and requirements.

Address concerns or complaints from providers or stakeholders ina timelyand professional manner.

Performance Monitoring and Reporting

Track and analyze key performance indicators (KPIs) for district operations, such as serviceutilization, provider compliance, and client outcomes.

Prepare and present operational reports to ASO leadership,identifyingtrends, challenges, and opportunities.

Use data-driven insights to recommend and implement operational improvements.

Contract Complianceand Quality Assurance

Ensure district operationscomply withASO contracts, regulations, and accreditation standards.

Monitor provider adherence to contractual obligations, including performance metrics and documentation requirements.

Lead quality assurance initiatives to improve operational efficiency and service outcomes.

Budget and Resource Management

Oversee district-level budgets, ensuring resources areallocatedefficiently and cost-effectively.

Identifyopportunities for cost savings whilemaintainingservice quality.

Monitor expenditures and ensure financial compliance with organizational policies.

Crisis and Issue Management

Develop and implement strategies to address operational challenges, such as service disruptions or provider concerns.

Coordinate responses to urgent issues, ensuring minimal impact on service delivery.

Collaborate with internal teams and external partners to resolve conflicts and mitigate risks.

Community and Stakeholder Engagement

Represent the ASO at district-level meetings, forums, and events to promote collaboration and partnership.

Advocate for the needs and priorities of the district with organizational leadership and external stakeholders.

Work with community partners toidentifyopportunities for improving behavioral health services in the district.

Strategic Planning and Execution

Contributeto the development and implementation of district-level operational strategies that align with organizational goals.

Identifyopportunities for innovation and operational enhancements within the district.

Ensure alignment of district operations with broader ASO priorities and initiatives.
QUALIFICATIONS

Education: Bachelor’s degree required; master's degree in human services, public health, healthcare administration, business, or a related field preferred.
Experience:

At least 5 years of leadership experience.

Demonstratedexpertiseinoperational efficiency and the ability to manage multiple priorities while fostering collaboration and efficiency across diverse teams and stakeholders.
Skills:

Strong written and verbal communication, including experience presenting to diverse audiences.

Proficiencywith data systems and analytics tools (e.g., Microsoft Teams, SharePoint, Excel, PowerPoint).

Self-motivated, results-oriented, and skilled in prioritizing multiple initiatives.
SUPERVISORY RESPONSIBILITIES
This position has no supervisory responsibilities.
TELECOMMUTING AND TRAVEL:
This position is fully remote while travel to Community Based Provider locations, events, and training is required. Statewide travel with overnight stay may be required on a monthly basis.
