Payroll Manager
Position Summary
The Payroll Manager will be responsible for overseeing accurate, timely, and compliant payroll operations for hourly, salaried, union, and non-union employees. This role will manage multi-state payroll activities and complex payroll requirements, including certified payroll, prevailing wage, Davis-Bacon compliance, and union payroll administration.
The Payroll Manager will work closely with HR, Finance, Accounting, Operations, and project teams to ensure payroll accuracy, regulatory compliance, effective internal controls, and continuous process improvement.
Key Responsibilities
- Manage the end-to-end payroll process for hourly, salaried, union, and non-union employees.
- Process weekly, bi-weekly, and special payrolls accurately and within established deadlines.
- Review payroll transactions, including wages, deductions, garnishments, bonuses, reimbursements, and other adjustments.
- Maintain accurate payroll records and ensure data integrity across payroll and HRIS systems.
- Manage multi-state payroll operations across multiple jurisdictions.
- Ensure compliance with federal, state, and local payroll tax regulations, wage laws, and reporting requirements.
- Coordinate payroll tax registrations, filings, audits, and related compliance activities.
- Monitor legislative and regulatory changes affecting payroll operations and implement necessary updates.
- Oversee prevailing wage and certified payroll reporting for public works and construction projects.
- Ensure compliance with Davis-Bacon Act requirements and applicable state prevailing wage regulations.
- Partner with project managers, field operations, and accounting teams to validate labor classifications, wage rates, and payroll data.
- Manage union payroll requirements, including fringe benefit calculations, deductions, and reporting obligations.
- Develop, implement, and improve payroll processes, controls, policies, and procedures.
- Partner with HR, Finance, Accounting, and Operations to investigate and resolve payroll-related issues.
- Support internal and external payroll audits and respond to regulatory inquiries.
- Prepare payroll reports and analyses for management, Finance, Accounting, and project teams.
- Reconcile payroll accounts and support month-end and year-end closing activities.
- Identify opportunities to improve payroll efficiency, accuracy, automation, and compliance.
- Maintain confidentiality and security of employee payroll and compensation information.
Required Qualifications
- Bachelor's degree in Accounting, Finance, Business, Human Resources, or a related field; equivalent experience may be considered.
- 5+ years of progressive payroll experience, including payroll leadership or management responsibilities.
- 3+ years of experience managing multi-state payroll operations.
- Previous payroll experience within the construction industry.
- Strong knowledge of prevailing wage, certified payroll reporting, and Davis-Bacon compliance.
- Working knowledge of federal, state, and local payroll tax regulations and wage laws.
- Advanced proficiency with payroll software and Microsoft Excel.
- Strong analytical, organizational, and problem-solving skills.
- Excellent attention to detail and ability to manage multiple priorities and deadlines.
- Strong written and verbal communication skills.
- Ability to work independently with minimal supervision while collaborating effectively across departments.
Preferred Qualifications
- Certified Payroll Professional (CPP) designation.
- Experience with union payroll administration.
- Experience with construction-focused ERP and payroll platforms.
- Experience with NetSuite and other ERP/payroll systems.
- Knowledge of labor laws and payroll regulations.
- Experience supporting AIA documentation and lien waiver processes.
- Experience with payroll audits, reconciliations, and compliance reporting.
Working Conditions
- Primarily office-based work environment.

Pay: $80,000.00 - $100,000.00 per year
