LOGISTICS OFFICER
PUBLIC WORKS
FULL-TIME, NON-EXEMPT
13 ($22.29 – 34.11 HOURLY)
The Public Services Logistics Officer is responsible for coordinating, managing, and optimizing logistical operations that support municipal public services. This role ensures the efficient flow of materials, equipment, and resources required for daily operations across departments such as utilities, public works, natural gas, water, sanitation, and fleet services. The position plays a key role in maintaining service continuity, improving operational efficiency, and supporting emergency response and infrastructure projects.
The Logistics Officer works closely with internal departments, vendors, contractors, and the public to ensure timely procurement, distribution, and tracking of supplies and equipment while maintaining compliance with applicable policies, budgets, and safety standards. The position also performs administrative support functions including records management, document preparation, data entry, meeting coordination, and general office support activities to facilitate efficient departmental operations.
Essential Job Functions:
1. Ensures compliance with all regulatory requirements.
2. Assists with preparation of budgets and capital improvement plans.
3. Prepares operational, regulatory/compliance and other written and verbal reports.
4. Performs customer service activities.
5. Develops, generates, completes and processes work orders.
6. Maintains reports and records as they apply to the job functions.
7. Prepares requests for equipment, supplies, and materials.
8. Coordinate the procurement, storage, and distribution of materials, tools, and equipment for public service operations.
9. Manage inventory control systems to ensure accurate tracking of municipal assets and supplies.
10. Collaborate with field crews, supervisors, and department heads to forecast operational material needs.
11. Oversee receiving, inspection, and documentation of delivered goods and services.
12. Support fleet and equipment logistics, including scheduling maintenance coordination and asset deployment.
13. Assist in vendor management, including sourcing, quoting, and evaluating service providers
14. Ensure compliance with municipal procurement policies, safety regulations, and budget guidelines.
15. Maintain accurate records, reports, and documentation related to inventory, purchases, and logistics activities.
16. Support emergency response logistics by ensuring rapid deployment of critical resources during service disruptions or natural disasters.
17. Identify opportunities to improve efficiency in supply chain processes and recommend operational improvements.
18. Utilize logistics or asset management software systems for tracking and reporting purposes.
19. Coordinate interdepartmental logistics to support capital projects and routine maintenance activities.
20. Maintain departmental files, records, and document management systems in accordance with municipal record retention policies.
21. Prepare correspondence, memorandums, reports, presentations, and other administrative documents as assigned.
22. Assist with scheduling meetings, training sessions, vendor appointments, and departmental activities.
23. Enter, update, and maintain data within municipal software systems, spreadsheets, and databases.
24. Process invoices, purchase documentation, receiving records, and other administrative paperwork related to procurement and logistics activities.
25. Assist with tracking departmental budgets, expenditures, and project-related costs.
26. Coordinate and maintain departmental calendars, deadlines, permits, certifications, and compliance documentation.
27. Provide administrative support to Public Services management staff and assist with special projects as assigned.
28. Serve as a point of contact for routine public inquiries, vendor communications, and interdepartmental requests.
Minimum Qualifications:
- Associate degree in Supply Chain Management, Logistics, Public Administration, Business Administration, or related field or experience in logistics, public works operations, utility support services, or materials management.
- Experience working in a municipal or utility environment strongly preferred (natural gas or public works operations a plus).
- Valid driver’s license with acceptable driving record.
- Experience with inventory management systems, asset tracking software.
Knowledge Requirements:
Logistics Officer should have working knowledge of:
- Municipal public works operations, including:
- Natural gas distribution systems (basic operational awareness).
- Stormwater infrastructure and drainage systems.
- Street maintenance and construction operations.
- Natural resource and environmental compliance practices.
- Transfer station and solid waste handling operations.
- Inventory control principles, warehousing, and supply chain logistics.
- Procurement procedures and municipal purchasing policies.
- Hazardous materials handling awareness (especially gas-related materials and waste streams).
- Asset management systems and fleet coordination principles.
- Emergency response logistics and disaster support operations.
- Basic budgeting and cost tracking principles.
Skills and Abilities:
The ideal candidate must demonstrate the ability to:
- Coordinate multiple operational logistics streams across diverse public service departments.
- Prioritize and manage competing demands in a fast-paced field and administrative environment.
- Maintain accurate inventory records and ensure accountability of municipal assets.
- Communicate effectively with field crews, supervisors, contractors, and vendors.
- Interpret work orders, maintenance schedules, and operational requests.
- Operate standard office software and logistics management systems (Microsoft Word, Excel, BS&A Cloud, I-compass, inventory databases).
- Enters Requisitions, Purchase Orders.
- Analyze supply usage trends and forecast material needs.
- Identify inefficiencies and recommend process improvements.
- Work independently with minimal supervision while maintaining strong team coordination.
- Apply sound judgment in safety-sensitive environments, especially around utility infrastructure.
- Respond effectively during emergency or high-priority service disruptions.
· Strong organizational, recordkeeping, and document management skills.
· Ability to prepare professional correspondence, reports, and presentations.
· Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and document management systems.
· Ability to maintain confidential and sensitive information.

Physical Requirements:

Education
· High School Diploma or Equivalent
· Associate degree in Supply Chain Management, Logistics, Public Administration, Business Administration, or related field or experience in logistics, public works operations, utility support services, or materials management
Work Environment:
An employee in this job will be exposed to outside weather conditions, occasionally exposed to wet and/or humid conditions, toxic or caustic chemicals, and has risk of electrical shock. The noise level in the work environment may be loud.
This safety-sensitive position is subject to the anti-drug and alcohol misuse prevention regulations mandated by the Pipeline and Hazardous Materials Safety Administration (PHMSA). To be eligible for employment, candidates must pass a DOT pre-employment drug test for the presence of prohibited substances.
