Position Summary
The Business Operations Manager is responsible for overseeing the company's contract administration, business operations, and internal administrative functions to ensure efficient, compliant, and scalable execution of government and commercial programs.
This position serves as the operational backbone of the organization by managing the full contract lifecycle, supporting proposal development, maintaining operational business systems, coordinating internal administrative processes, and ensuring organizational compliance. The role enables executive leadership to focus on strategic growth, customer engagement, business development, and program execution.
The Business Operations Manager reports directly to the Managing Director and collaborates closely with executive leadership, program managers, finance, customers, subcontractors, and external advisors.
Primary Responsibilities
Contract Administration & Program Support
Manage the full lifecycle of government and commercial contracts from proposal support through contract closeout.
Responsibilities include:
- Support proposal development by reviewing solicitations, identifying contractual risks, and assisting with contract strategy.
- Draft, review, and administer contracts, subcontracts, NDAs, teaming agreements, and consulting agreements.
- Interpret contract requirements and communicate obligations to program teams.
- Ensure appropriate contractual flow-downs to subcontractors and partners.
- Translate contract requirements into deliverables, milestones, reporting requirements, and execution plans.
- Partner with Program Managers to monitor contract performance, deliverables, schedules, and compliance.
- Identify contractual, financial, and execution risks and recommend mitigation strategies.
- Develop and maintain contract tracking tools, performance dashboards, and reporting mechanisms.
- Prepare contract status reports, customer deliverables, modifications, and supporting documentation.
- Serve as a primary administrative point of contact for Contracting Officers (COs), Contracting Officer Representatives (CORs), Technical Points of Contact (TPOCs), subcontractors, and business partners regarding contractual matters.
- Coordinate audits, compliance reviews, and contract closeout activities.
- Capture lessons learned and continuously improve contract administration processes.
- Provide contract strategy guidance to consulting clients, including contract type selection, proposal strategy, FAR fundamentals, execution readiness, and identification of common contractual risks.
Business Operations
- Develop, document, and continuously improve internal business processes.
- Coordinate corporate compliance activities, business registrations, insurance renewals, and corporate records.
- Organize and maintain proposal libraries, contract repositories, and document management systems.
- Coordinate payroll processing, accounting support, and financial administration with the company's accounting partners while ensuring timely and accurate internal documentation.
- Assist with budgeting, financial reporting, and internal operational reporting.
- Coordinate vendor relationships and operational support services.
- Support company event logistics and internal operational initiatives.
Human Resources & Corporate Administration
- Coordinate employee onboarding and offboarding activities.
- Maintain employee records and personnel documentation.
- Administer benefits enrollment and PTO tracking.
- Support recruiting coordination and policy administration.
- Assist leadership with maintaining an efficient, compliant, and positive workplace environment.
Qualifications
Required
- Bachelor's degree or equivalent professional experience.
- Five or more years of experience in government contract administration, business operations, or program support.
- Strong knowledge of federal contracting principles and contract administration practices.
- Excellent organizational, communication, and project management skills.
- Experience managing multiple priorities in a fast-paced environment.
- Strong attention to detail and ability to manage confidential information.
Preferred
- Experience supporting DoD or federal government contractors.
- Familiarity with FAR, DFARS, and common government contract types (FFP, CPFF, T&M, OTA).
- Experience with proposal development and subcontract administration.
- Experience with QuickBooks or similar accounting software.
- Experience supporting DCAA/DCMA audits.
- Experience in a rapidly growing small business environment.

Pay: $150,000.00 - $190,000.00 per year
