The School Business Manager performs supervisory, administrative, and professional work under the direction of the Superintendent of Schools. This role bears broad responsibility for business operations including budget and accounting, payroll, purchasing, human resources, transportation, food service, custodial and maintenance services, grants management, data processing, and collective bargaining with non-instructional personnel. The Manager maintains and continuously improves the efficiency and effectiveness of all areas under their direction.The duties listed are illustrative; related work not specifically described may also be required.Financial Management & Accounting- Maintain an accounting system to expend all funds in accordance with generally accepted accounting principles, School Committee policies, DESE regulations, and state law.- Oversee all accounts payable and receivable and general accounting functions for the district.- Prepare, monitor, and publish budgets for School Committee review and Town Meeting adoption.- Supervise and administer payroll functions for all school district employees.- Collect all money owed to the School Department and deposit to the Town Treasurer.- Monitor all Federal and State accounts; advise responsible administrators on accounting practices and regulatory compliance.Procurement & Supply Management- Serve as Chief Procurement Officer for Tewksbury Public Schools.- Oversee purchasing, distribution, storage, and inventory control of all property and supplies.Grants & Regulatory Reporting- Request and process all Federal and State grant funds.- Prepare and submit all required business-related State reports, including the End-of-Year Pupil and Financial Report.- Maintain accounting systems and oversee audits for all federal projects; coordinate audits by local, state, and federal representatives.Facilities, Transportation & Operations- Oversee the overall operation and maintenance of the physical plant.- Supervise the transportation program, including vendor relationships and contract preparation.- Organize and maintain effective, modern business procedures and develop systems for continuous improvement of school business services.- Supervise the data processing program.Human Resources & Personnel Management- Recruit, screen, hire, assign, supervise, and evaluate office and support personnel.- Supervise and evaluate custodial, maintenance/repair, food services, transportation, HR, and financial/business operations staff.- Administer non-professional collective bargaining processes on behalf of the School Committee.Governance & Public Engagement- Attend School Committee meetings, Town Meetings, and other local public meetings as required.
