POSITION QUALIFICATIONS
Education:
Bachelor’s degree in construction management, engineering, architecture, or a related field from an accredited institution. Educational requirements may be substituted by a minimum of ten (10) years of progressively responsible construction field experience, subject to Government review and approval.
Professional Experience:
Minimum of five (5) years of verifiable construction work experience directly related to field construction activities, quality assurance, and monitoring of contractor performance on projects of similar size and complexity. Professional experience should include a working knowledge of construction practices and site operations of general contractors and subcontractors, as well as experience preparing, analyzing, and identifying incongruities and deficiencies in the contractor’s work in relation to construction documents and the baseline schedule. The Construction Manager shall have successfully completed at least three (3) projects of comparable scale and difficulty in a construction management or similar role.
Functional Responsibility:
Provides construction management and field oversight for construction projects. Responsible for monitoring field construction activities, quality assurance, and contractor performance. Reviews construction work for compliance with construction documents and baseline schedules and identifies deficiencies or inconsistencies. Utilizes construction management and scheduling software and standard office applications to monitor, update, and produce work products and compile project data and records. Must possess communication and language skills sufficient to effectively coordinate with project team members, contractors, and other stakeholders.
General Requirements Applicable to PM and CM Personnel
Work experience and completed projects shall be identified in the credentials of each proposed individual to demonstrate competency to undertake the full scope of services required under this solicitation. All services provided by support staff shall meet or exceed applicable professional practice standards and performance measures, including, at a minimum, The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), and VA policies and design standards located on the VA Technical Information Library (TIL).
Pay: $95,000.00 - $115,000.00 per year
