The family service worker initiates Family Partnership procedures and delivers resources, referrals, and follow-up to Head Start families. This worker is also responsible for enrollment, recruitment, selection, eligibility, attendance. Plan parent involvement activities at the Head Start Center.
- Assists family services manager for program compliance with the standards and program objectives.
- Coordinates along with the family services manager, coordination of program family activities.
- Assists family services manager in planning and implementation of staffings for participating families.
- Develops and maintains an active line of communication with persons and/or agencies providing social services and serves as a positive advocate for program families with social service agencies and the communities.
- Maintains up-to-date files on social service agencies and their services.
- Maintains information necessary to determine unmet social service needs of participating families and works with local resources to develop ways to meet these needs.
- Maintains participant child enrollment and a waiting list of no less than ten percent at all times and ongoing.
- Physically recruits though out the County and reviews Department of Human Services participation list to identify and send post cards to all possible Head Start eligible families.
- Maintains family partnership records.
- Recruits to maintain full enrollment.
- Monitors attendance and takes corrective action as needed.
- Arranges for family support services necessary to enhance participation in program activities.
- Prepares and distributes parent and community resource material; including resource directory, parent handbook, and newsletters.
- Conducts parent workshops and training activities.
- Coordinates monthly Parent Committee meetings.
- Attends and translate at Policy Council following a schedule for all FSWs.
- Recruits and maintains at least one Policy Council member per classroom assigned.
- Assists in follow-up of program requirements when necessary.
- Builds a working relationship with each family, developing goals and a service plan if the family is ready to do so.
- Complies with child abuse and neglect mandated reporting requirements.
- Schedules Family Partnership home visits.
- Translates for Spanish parent teacher conferences and home visits, when needed.
- Copies, assembles, mails, and processes enrollment packets.
- Enters family data in Child Plus, including home visits, needs assessments, contact summaries, and volunteer hours.
- Takes incoming Spanish phone calls along with being back-up for regular calls.
- Performs other duties as directed by the family services manager/executive director.
- Assists the transportation department when needed at listening to the two-way radio and/or covering for the bus attendant when needed in order to help maintain attendance compliance.
- Maintains updated Volunteer Hours/In-Kind database and provides Finance Manager/CEO-Executive Director with monthly reports.
- Maintains updated record keeping and organization of data, including computer input utilizing Child Plus for family and Children’s files.
- Subbing as a Bus Assistant when needed.
Minimum Qualifications:
- BA/BS degree or AA/AS degree in social work, human services, liberal studies or related field required. Bilingual in English/Spanish is a plus.
- Minimum two years training and/or experience in social work or related field. Anyone hired after November 7th, 2016, have within eighteen months of hire, at minimum, a credential or certification in social work, human services, family services, counseling or a related field.
- Ability to communicate with a culturally diverse population and work well with families, staff, and others.
- Ability to keep accurate and complete records.
- Expert in Microsoft Office computer skills required.
- Knowledge of social service delivery, community resources, requirements, and procedures.
- Recruitment: Knowledge of the immediate business communities and private industries.
- Experience in community outreach, community health or family-focused intervention.
- Experience working or volunteering in social or community services required.
- Experience in planning and conducting workshops and training programs.
- Successfully completes and maintains Basic First Aid and CPR certification.
- Knowledge of Child Care Licensing Regulations and Head Start Performance Standards and best practices related to education and early childhood development, staffing and program options as well as services to children with disabilities.
- Reliable transportation for use in program activities.
- Willingness and ability to learn new skills.
- Good working knowledge of the needs of low-income families and area social service agencies.
- Bilingual skills- Ability to communicate in written and oral form, in the primary language of each family.
