JOB Manages, administers, directs, and coordinates the operations and activities of the Animal Control and Protection Agency for the County of Hawai‘i; oversees the agency's field operations; develops and implements policies and procedures; and performs other related duties as required.
There is one (1) immediate permanent full-time vacancy with the Animal Control and Protection Agency in Puna.
(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected).
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

- Manages, administers, directs, and coordinates the operations and activities of the Animal Control and Protection Agency for the County of Hawai‘i including operations, programs, staffing, community outreach and budget administration.

Enforces laws and regulations governing the care, control, and impoundment of animals operations and ensures compliance with all applicable laws, codes, policies and procedures.

Develops and evaluates programs, policies, procedures, projects, and services; addresses service quality issues as needed; reviews feasibility of and recommends modifications to adapt programs to meet the Animal Control and Protection Agencies objectives; develops modifications and implements services and develops and implements short and long-range plans.

Oversees and directs the financial, business, grant administration, personnel, program development, administrative, and other operations of the agency; meets with staff on a regular basis for input on improvements or concerns and disciplines employees as needed, directly or through subordinate supervisors.

Prepares and justifies the department's annual budget; monitors collections and other revenues; oversees expenditures and the department's materials and equipment requirements.
- Promotes community and public relations for the agency; responds to inquiries and complaints from the general public and County officials by directing or conducting investigations; represents the County at meetings and conferences with other government agencies, the County Council, State Legislature, community groups, and individuals regarding animal control matters.

Oversees the construction, maintenance, and repairs for shelters, facilities, and vehicles; meets with appropriate county departments to determine feasibility and permit requirements.

Keeps up to date and maintains a working knowledge of laws and regulations applicable to the Animal Control and Protection Agency; ensures that field and animal sheltering operations are operating safely, effectively, and efficiently.

Notifies the Office of the Mayor of any major incidents requiring special attention.

May appear in court and give evidence and testimony in connection with cases handled by the Agency.

May perform euthanasia and sedate animals as needed.

Operates a motor vehicle to perform work-related travel.

Oversees all personnel matters including staffing and organizational needs; assigns, trains, evaluates work of, and disciplines employees.

Performs other related duties as assigned.
