JOB Under the general supervision of the Commissioner or designee, the Project Engineer manages the technical and engineering aspects of projects from start to finish. Work involves planning, scheduling, and predicting the technical tasks of a project to ensure quality, accuracy, and proper resources as well as overseeing technical activities. It also involves preparing plans and specifications, organizing and coordinating data collection for specific projects, maintaining work records and reports, and arranging for the necessary equipment and materials. Provides technical expertise in developing specifications, coordinating permitting processes, preparing requests for proposals, negotiating contracts, and ensuring projects are completed on time and within budget. Participates in the formulation and recommendation of policies, programs, activities, and practice improvements.
Work is reviewed in the form of meetings, discussions, conferences, and the review and analysis of submitted reports.
This position requires a confidential relationship to the policymaker. EXAMPLE OF DUTIES Provides assistance in developing specifications for construction, repairs and modification projects.
Plans, organizes, directs, and coordinates all activities related to the construction, design and financing of projects.
Manages various engineering projects involving building construction/renovation, roadway grading, drainage, pavements, and structures, typically using conventional designs.
Oversees all phases of engineering projects, from planning and design to construction and final acceptance.
Coordinates the processing of construction projects through permitting and environmental process.
Coordinates project meetings with stakeholders, contractors, government officials to include but not limited to review specifications, develop action plan and identify timelines for project completion.
Prepares request for proposals and professional services and negotiates contracts for design and construction as required.
Oversees vendor performance, ensuring the accuracy of financial forecasts and alignment with project schedules.
Ensures projects are completed in a timely and efficient manner, following established guidelines, specifications, and financial constraints.
Prepares administrative and technical reports as required by management to monitor project progress and performance.
Manages project teams, allocates resources, and provides training to enhance expertise and performance.
Provides recommendations on policy and practice improvements.

FACTOR 2- SUPERVISORY CONTROLS
Work is assigned by the District Engineer or designee who specifies the projects, overall objective, priorities, and any anticipated challenges. The incumbent is expected to carry out assignments independently with minimal supervision. Solves problems as they arise and exercises considerable judgment and autonomy. Performance and progress will be evaluated periodically through an objective performance evaluation process.
FACTOR 3- GUIDELINES
Guidelines include Virgin Islands Codes, governmental and departmental policies and procedures, rules and regulations, Federal Highway Administration (FHWA) highway engineering principles, practices, policies, and standards, as well as construction and contract administration procedures, surveillance, and inspection practices to accomplish the work.
FACTOR 4- COMPLEXITY
Work is varied and spans multiple functional areas, including design, engineering, budgeting and finance, procurement, and construction. Decisions regarding tasks and their priorities depend on ongoing analysis of the project, program, or phase of the assignment, as well as the identification and quantification of resources such as manpower, materials, and funding. Incumbent must use considerable knowledge in the performance of work.
FACTOR 5- SCOPE AND EFFECT
The purpose of this work is to manage engineering projects and provide recommendations on policy and practice improvements. The incumbent plays a key role in ensuring the effective execution of engineering operations, contributing to the success of the agency and the Government of the Virgin Islands.

Contacts are employees, co-workers, senior management, public officials, stakeholders both local and federal agencies, contractors, vendors, and the public.
FACTOR 7- PURPOSE OF CONTACTS
Contacts are made to execute projects as mandated by the mission and objectives of the Department. Also, to collect data, disseminate information regarding specific projects or permits, verify that proper procedures are followed, and for research purposes.
FACTOR 8- PHYSICAL DEMANDS
Work requires exposure to outside elements. It also requires physical effort including climbing, lifting, kneeling, reaching and intermittent standing. Also, daily physical visits for inspection of job sites.
FACTOR 9- WORK ENVIRONMENT
Work is mainly performed in an air-conditioned office setting, with outdoor activities at construction sites. Travel is required to visit job sites territory-wide and attend conferences or training sessions.
