Role Purpose
The Chief Operating Officer (COO) serves as the senior executive responsible for the day-to-day operations, quality, and operational compliance of JCHAI’s daily living supports and in-home/community-based programs. Reporting to the Chief Executive Officer (CEO), the COO acts as the operational integrator—ensuring that services are person-centered, compliant, efficient, safe, and sustainably delivered.
Although the organization maintains a dedicated Compliance Specialist who serves as the subject-matter expert on regulatory requirements, the COO is accountable for translating regulatory, clinical, and organizational expectations into consistent operational practice across all clinical programs and service lines.
The COO is a member of the executive leadership team and provides strong, visible leadership to Directors, Supervisors, and frontline teams.
Primary Responsibilities
1. Operational Leadership & Program Oversight
· Oversee the daily operation of all residential, daily living, and in-home/community support programs, ensuring high-quality, person-centered services aligned with JCHAI’s mission.
· Provide direct leadership and accountability to the Director of Daily Living Supports and Directors of Member Navigation, ensuring clarity of expectations, performance standards, and results.
· Ensure consistent implementation of agency policies, procedures, and best practices across programs and locations.
· Monitor operational performance and address systemic issues impacting service quality, safety, staffing stability, or member experience.
2. Compliance Partnership & Risk Management
· Partner closely with the Compliance Specialist to ensure organizational adherence to Pennsylvania Office of Developmental Programs (ODP), Medicaid waiver, CMS, licensing, and other applicable regulatory requirements.
· Serve as the executive owner of compliance execution, ensuring that regulatory guidance is fully operationalized through staffing models, training, documentation, supervision, and daily practice.
· Oversee operational response to incidents, including trend analysis, root-cause identification, and implementation of preventive and corrective actions.
· Ensure timely, effective completion of corrective action plans (CAPs) and sustained resolution of identified compliance or risk concerns.
3. Quality Assurance & Continuous Improvement
· Establish and oversee a continuous quality improvement (CQI) approach, in collaboration with the Compliance Specialist and senior clinical staff.
· Use data from incident reports, audits, documentation reviews, member outcomes, and satisfaction feedback to identify trends and drive improvements.
· Ensure services reflect trauma-informed, ethical, and person-centered practices.
· Promote a culture of accountability, learning, and continuous improvement at all levels of the organization.
4. Workforce Leadership & Talent Development
· Provide strategic operational leadership for the DSP, Supervisor, and Educator workforce, with emphasis on retention, training consistency, and performance management.
· Collaborate with Human Resources and Directors to address workforce challenges, labor relations matters, and performance issues.
· Ensure staff training, supervision, and coaching support high-quality services and regulatory compliance.
· Foster a positive, inclusive culture that values staff contributions and supports professional development.
5. Financial Stewardship, Billing & Operational Systems
· Oversee operational aspects of billing and revenue integrity, ensuring accurate, timely, and compliant claims submission in partnership with finance/billing staff.
· Review billing systems and documentation practices to ensure alignment with service delivery and regulatory requirements.
· Identify and implement operational efficiencies, including evaluation of documentation, EVV, scheduling, and billing systems.
· Monitor operational cost drivers and staffing efficiencies; provide data and insights to the CEO and executive team.
Position Requirements:
· Master’s degree or higher from an accredited college or university.
· Minimum of 10 years of progressive leadership experience in human services, with significant experience in services for adults with intellectual and developmental disabilities.
· Demonstrated experience leading operations within organizations regulated by the Pennsylvania Office of Developmental Programs (ODP).
· Strong understanding of residential and community-based service delivery models.
· Experience with Medicaid billing, EVV, documentation systems, and audit readiness.
· Proven ability to lead teams, manage complexity, and drive operational change.
· Excellent written and verbal communication skills.
· Strong analytical, judgment, and decision-making capabilities.
· Possession of valid driver's license, own automobile, and automobile insurance.
