Position Summary
The Water & Wastewater Utility Laborer provides general labor, maintenance, and field support to water and wastewater system operators. This position assists with the daily operation, maintenance, repair, and upkeep of water and wastewater facilities, equipment, grounds, collection/distribution systems, and related infrastructure.
The employee works under the direction of qualified system operators.
This position required the candidate to travel from the headquarters offices in Beeville Tx to surrounding towns to complete the tasks required. Travel of up to 70% of the time is required.
Minimum Qualifications
- No high school diploma or GED required.
- Construction, utility, maintenance, plumbing, excavation, landscaping, mechanical, or other related field experience preferred.
- Willingness to learn water and wastewater system maintenance and safety procedures.
- Ability to work outdoors in varying weather conditions.
- Ability to perform physical labor and safely use hand and power tools.
- Ability to follow written and verbal instructions.
- Valid Texas driver's license required for the position.
Preferred Experience
Experience in one or more of the following areas is preferred:
- Water or wastewater utility work
- Construction
- Pipeline or underground utility work
- Excavation and trenching
- Plumbing
- Mechanical maintenance
- Electrical or equipment maintenance
- Pump or motor maintenance
- Landscaping or grounds maintenance
- Roadway or infrastructure maintenance
- General industrial or facilities maintenance
Essential Duties and Responsibilities
Under the direction of water and wastewater system operators or supervisors, the Utility Laborer may:
- Assist operators with routine water and wastewater system maintenance.
- Assist with water distribution and wastewater collection system repairs.
- Perform general labor associated with utility construction and maintenance.
- Assist with digging, excavation, trenching, backfilling, and site restoration.
- Assist with installation, repair, and replacement of water and wastewater lines, valves, manholes, meters, fittings, and related components.
- Operate hand tools, power tools, pumps, generators, and other equipment as trained and authorized.
- Assist with maintenance of water and wastewater facilities, buildings, tanks, lift stations, wells, pump stations, and grounds.
- Assist with cleaning and maintaining equipment and work areas.
- Help locate and expose underground utilities as directed.
- Assist with vegetation control, mowing, trimming, brush removal, and general grounds maintenance.
- Load, unload, transport, and organize tools, materials, and equipment.
- Assist with responding to leaks, stoppages, equipment problems, and other maintenance needs.
- Assist operators during inspections, maintenance activities, and emergency situations.
- Maintain work areas in a safe and orderly condition.
- Follow applicable safety procedures, including confined-space, excavation, traffic-control, PPE, and chemical-safety procedures as applicable to assigned duties.
- Complete basic work orders, maintenance records, or other documentation as directed.
- Perform other related duties as assigned.
Physical Requirements
The position requires the ability to:
- Perform strenuous physical labor.
- Lift and carry tools, materials, and equipment.
- Bend, stoop, kneel, climb, crawl, and work in awkward positions.
- Work around water, wastewater, mud, dirt, construction materials, and outdoor conditions.
- Work around operating machinery and equipment while following required safety procedures.
- Work on uneven terrain and in confined or restricted work areas when properly trained and authorized.
- Wear required personal protective equipment.
Work Environment
Work is primarily performed outdoors and may involve exposure to heat, cold, rain, dust, mud, noise, heavy equipment, traffic, wastewater environments, and other utility-related conditions.
The employee may be required to work evenings, weekends, holidays, emergency call-outs, or overtime as needed for system maintenance and emergency response.
Licensing and Certification
No TCEQ water or wastewater operator license is required for this position but classes will be available if the candidate decides to get licensed.
Training or/and certifications preffered but not required:

- Equipment/operator training
- CPR/First Aid
- Other training required by the employer or applicable regulations

This position may provide an entry-level pathway for employees interested in developing a career in water and wastewater operations. Employees who gain experience and meet applicable requirements may pursue additional training, certifications, or TCEQ operator licensing as opportunities become available.
Education is not the focus of this position. Practical construction, utility, mechanical, or maintenance experience. Field experience and willingness to learn are valued.
Pay: From $18.00 per hour
