DEPARTMENT: PUBLIC SERVICES
GENERAL DESCRIPTION:
Responsible for the safe and reliable operation and maintenance of the City’s Natural Gas Utility. Employee shall monitor and maintain regulatory compliance and budget performance. Provides assistance as needed to supervise and perform field work for the maintenance and repair of Natural Gas distribution systems and emergencies. Work is performed under the general supervision of the Public Services Manager
ESSENTIAL JOB FUNCTIONS:
1. Plans and directs safety, operations, construction and maintenance functions of the utility.
2. Ensures compliance with all regulatory requirements.
3. Prepares budgets and capital improvement plans.
4. Supervises employees and inspects operations.
5. Prepares operational, regulatory/compliance and other written and verbal reports.
6. Prepares work schedules and coordinates between maintenance and operations.
7. Performs customer service activities.
8. Evaluates work performed by employees.
9. Supervises subordinates in daily job activities
10. Oversees the training of new employees
11. Develops, generates, completes, and processes work orders; plans and assigns work of subordinates
12. Makes and adjusts work assignments
13. Maintains reports and records as they apply to the job functions
14. Reviews and evaluates the work of subordinate employees
15. Maintains certification for heat fusing polyethylene pipe
16. Prepares requests for equipment, supplies, and materials
17. Report defects and needs for major repair to the Public Services Manager
18. Participates in the development of procedures, policies, and standards for the activities of the department
19. Enforces the use of proper procedures, standards, and safety operations
20. Coordinates and inspects the work of contractors to ensure compliance with regulatory rules and department procedures
MINIMUM QUALIFICATIONS: KNOWLEDGE, SKILLS AND ABILITIES:
1. Knowledge of materials, methods, practices and equipment used in natural gas, for installation, maintenance, and repair activates
2. Considerable knowledge of supervisory methods and techniques
3. Thorough knowledge of Part 192, Federal Pipeline Safety Act, Chapter 25.12, Florida Statutes, and other regulations of the natural gas industry
4. Ability to remain updated on the changes in rules, regulations, and procedures
5. Ability to understand, interpret, and effectively carry out complete written and oral instructions
6. Ability to establish and maintain effective working relationships with associates, contractors, regulatory officials, and the general public
7. Ability to maintain records
8. Ability to prepare oral and written reports
9. Ability to make estimates of time, labor, and materials needed for designated work projects
10. Thorough knowledge in business and residential leak surveys, atmospheric corrosion surveys, gas leak detection, line locating, valve maintenance, and corrosion control
EDUCATION, EXPERIENCE AND CERTIFICATIONS:
1. High School Diploma or Equivalent
2. Be certified for heat fusing polyethylene pipe
3. Industry Standard Certification in Corrosion Control Practices and Procedures (i.e. NACE)
4. Gas Measurement and Regulator Training
5. Pressure Regulating Station Training
6. Sediment and Erosion Control Inspector-preferred
7.General knowledge of Chapter 25-12 state rules & regulations
8. Advanced MOT Certification-preferred
9. Natural Gas Operator Qualifications
10. Valid Florida “A” Commercial Driver’s License -preferred
11. Minimum of 5 years of experience in natural gas distribution, including construction, maintenance, leak detection and cathodic protection.
12. Minimum of 2 years in a supervisory role as Foreman or Lead position
With the exclusion of years of experience, above training may be acquired within 6 months of employment.
This position is subject to the anti-drug and alcohol misuse prevention regulations mandated by the Pipeline and Hazardous Materials Safety Administration (PHMSA), Department of Transportation (49 CFR Part 199). Candidates must pass a pre-employment drug test. Following hire, the employee will be subject to random, reasonable suspicion, and post-accident testing as a condition of employment.
PHYSICAL SKILLS:
While performing the duties of this job, the employee is regularly required to use hands and fingers to hold or feel, reach with hands and arms, walk, talk, smell and hear. The employee is occasionally required to stand, sit, climb, balance, stoop, crouch, and crawl. Specific vision abilities include close, distance, color, peripheral vision, and depth perception.
WORK ENVIRONMENT:
An employee in this job will be exposed to outside weather conditions, occasionally exposed to wet and/or humid conditions, toxic or caustic chemicals, and has risk of electrical shock. The noise level in the work environment may be loud.

Pay: $26.58 - $41.20 per hour
