We are seeking a Lead Municipal Civil Engineer / Project Manager to manage municipal engineering projects from initial planning and design through construction. The ideal candidate will bring 7+ years of municipal civil engineering experience, strong project management skills, and experience with infrastructure projects involving water and sewer utilities, roadways, drainage, and other public works improvements.
What You'll Do
- Lead and manage municipal engineering projects from planning and design through bidding and construction.
- Manage and mentor engineers, engineering technicians, designers, and support staff.
- Prepare and oversee engineering studies, reports, plans, specifications, cost estimates, and construction documents.
- Lead the design and development of municipal infrastructure projects involving:
- Water distribution systems
- Sanitary sewer systems
- Stormwater and drainage
- Roadways and streets
- Utility and public infrastructure improvements
- Provide project management, construction administration, and construction observation services.
- Develop project scopes, schedules, budgets, and deliverables.
- Monitor project progress and ensure work is completed accurately, efficiently, and within established timelines.
- Communicate regularly with clients, project teams, contractors, consultants, and public agencies.
- Coordinate with multiple engineering disciplines on complex projects.
- Provide technical direction and mentorship to engineers and engineering technicians.
- Lead proposal development and participate in client presentations and interviews.
- Assist with business development, client relationship management, and identifying new project opportunities.
- Attend client, project, agency, and internal meetings as needed.
- Exercise independent judgment when addressing technical and project-related challenges.
- Support construction activities, which may require occasional travel, field work, or additional hours during construction season.
- Participate in professional organizations and community leadership opportunities.
What We're Looking For
- Bachelor's degree in Civil Engineering required.
- Master's degree in Civil Engineering or related field is a plus.
- 7+ years of professional Civil Engineering experience, preferably focused on municipal or public infrastructure projects.
- Professional Engineer (PE) license preferred; candidates able to obtain PE licensure within 6–12 months will also be considered.
- Strong experience managing civil engineering projects from planning through construction.
- Experience preparing civil design drawings, specifications, plans, reports, and opinions of probable construction cost.
- Municipal infrastructure experience involving water, wastewater/sewer, stormwater, drainage, roadways, streets, and/or utilities strongly preferred.
- Experience working with cities, municipalities, counties, state agencies, or other public-sector clients is a plus.
- Strong project management and construction management experience.
- Ability to lead, mentor, and coordinate engineering project teams.
- Excellent written, verbal, presentation, and client communication skills.
- Strong organizational skills with exceptional attention to detail.
- Self-motivated with the ability to work independently while collaborating effectively within a team.
- Ability to manage multiple projects, priorities, deadlines, and client expectations.
- Proficiency with Microsoft Office, including Word, Excel, Outlook, and PowerPoint.
- Experience with AutoCAD Civil 3D, MicroStation/GeoPak, ArcGIS, and/or SketchUp Pro is a plus.
- Valid driver's license or ability to obtain one.

Compensation & Benefits
Base Salary: $95,000–$130,000 annually
Actual compensation will depend on experience, education, professional licensure, location, and other relevant qualifications.

Physical & Travel Requirements
This position primarily works in a professional office environment but will also require periodic field work and construction observation. Candidates must be comfortable working outdoors during construction season, walking or standing for extended periods when visiting project sites, and occasionally lifting up to 50 pounds. Some travel, overnight stays, and overtime may be required depending on project and construction schedules.
