The Business Data Analyst is primarily responsible for managing and administering the various acquisition software and activities in support of the Department of Commerce (DOC) client. This position performs procurement analytics and provides recommendations on spending, policy, operations, and program management to the DOC client.

Gather, compile, analyze, and document spend and demand data to support findings and recommendations.

Perform business case analyses, including estimated savings projections, return on investment (ROI) assessments, deployment strategies, and negotiation target development.

Apply knowledge of Office of Management and Budget (OMB) category management initiatives to streamline agency acquisition processes, reduce administrative duplication, and leverage purchasing power.

Analyze procurement and business data to identify candidates and services eligible for Department-wide and Government-wide Strategic Sourcing Initiatives (SSI) and Spend Under Management (SUM) programs; recommend new strategies and business process reengineering initiatives to improve procurement efficiency and effectiveness.

Develop and enhance acquisition policies and procedures to improve Procurement Action Lead Times (PALT) and Service Level Agreements (SLAs) for Enterprise Services Acquisitions.

Develop, prepare, analyze, and deliver ad hoc reports for clients and stakeholders based on emerging requirements, policy and regulatory changes, and procedural or system enhancements.

Recommend category management strategies and develop improvements to Department of Commerce business practices in accordance with the Federal Acquisition Regulation (FAR), Commerce Acquisition Regulation (CAR), and Department of Commerce (DOC) policies.

Analyze, recommend, and develop acquisition policies in collaboration with Bureau Policy Directors and Bureau Procurement Officers, ensuring alignment with FAR, CAR, and the Commerce Acquisition Manual (CAM), while identifying opportunities for process improvement.

Perform data quality audits and reporting for Enterprise Services Acquisitions, including Independent Verification and Validation (IV&V) reports, sustainability reporting, socio-economic reporting (Green Report), FPDS-NG Department-wide data checks, Fair Use Data Act compliance reporting, and other departmental and government-wide reporting requirements.

Regularly interact with senior client leadership, acquisition software project managers, and operations team members to support program objectives.

Perform other related duties as required to achieve VPD and customer mission success.
