Technical Project Manager (Audio Visual, Security & Technology Systems)

Position Overview
We are seeking an experienced Technical Project Manager (TPM) to serve as the Owner's Representative and technical advisor for the management, modernization, procurement, and lifecycle oversight of critical technology systems supporting a healthcare environment.
The Technical Project Manager will provide strategic leadership, technical expertise, and project management for multiple technology initiatives, including Audio Visual (AV) systems, Wireless Duress/Man-Down systems, and Medical CCTV systems. This role is responsible for ensuring all systems remain reliable, secure, maintainable, and aligned with the organization's operational and regulatory requirements.
The successful candidate will collaborate closely with clinical leadership, IT, Facilities, Security, executive stakeholders, consultants, contractors, and system vendors while managing procurement activities, overseeing service providers, and ensuring successful project delivery from planning through implementation.
Primary Responsibilities
The Technical Project Manager will provide overall leadership and oversight for the following technology programs:
- Enterprise Audio Visual (AV) Systems
- Wireless Duress / Man-Down System Replacement
- Medical CCTV / Video Management Systems
- Technology Procurement and Vendor Management
- Capital Improvement Projects
- Service & Maintenance Contract Administration
The TPM will serve as the primary technical representative for the Owner, ensuring projects are delivered on schedule, within budget, and in accordance with organizational standards, regulatory requirements, and industry best practices.
Audio Visual (AV) Systems Program Management
The TPM will oversee the complete lifecycle management of enterprise Audio Visual systems.
Existing System Assessment
- Evaluate current AV infrastructure, equipment, and system architecture.
- Assess system reliability, usability, and overall performance.
- Review existing technology standards and operational workflows.
- Identify lifecycle risks, obsolete equipment, maintenance deficiencies, and opportunities for modernization.
- Develop recommendations for future upgrades and capital improvements.
Requirements Development
- Gather business and technical requirements from stakeholders.
- Coordinate with clinical staff, administration, facilities, IT, and security teams.
- Develop functional specifications and technical design requirements.
- Establish system standards supporting long-term maintainability and scalability.
Procurement & RFP Management
Lead the complete procurement process for AV service and maintenance contracts, including:
- Development of Requests for Proposals (RFPs)
- Scope of Work preparation
- Service Level Agreement (SLA) development
- Contractor qualification criteria
- Bidder walkthroughs
- Vendor question-and-answer sessions
- Proposal evaluations
- Technical scoring
- Recommendation reports
- Contract negotiation support
- Contractor selection assistance
Service & Maintenance Oversight
Serve as the Owner's primary representative for AV service providers by:
- Managing contractor performance
- Monitoring preventive maintenance activities
- Reviewing work orders and service tickets
- Tracking response times and SLA compliance
- Reviewing maintenance logs and testing documentation
- Conducting quality assurance inspections
- Managing budgets and maintenance expenditures
- Reviewing invoices and contractor billing
- Tracking system uptime and recurring failures
- Identifying continuous improvement opportunities
- Producing monthly and quarterly KPI dashboards and executive reports
Wireless Duress / Man-Down System Replacement
Lead the planning, procurement, and implementation of a replacement wireless duress system supporting staff safety.
System Evaluation
- Assess existing system functionality, coverage, and reliability.
- Identify deficiencies, operational gaps, and compliance issues.
- Evaluate available technologies and replacement options.
- Develop recommendations supporting future operational needs.
Requirements Development
Develop comprehensive technical requirements including:
- Coverage requirements
- Response time expectations
- Dispatch integration
- Security system integration
- Clinical workflow requirements
- HCAI compliance requirements
- Regulatory standards
- Operational performance specifications
Procurement Management
Lead all procurement activities, including:
- RFP development
- Vendor evaluations
- Technical proposal review

Implementation Oversight
Provide project leadership during deployment by:
- Coordinating contractors and stakeholders
- Monitoring schedules and budgets
- Managing installation activities

- Managing project closeout documentation
Medical CCTV Program Management
Provide ongoing technical leadership and operational oversight for the organization's Medical CCTV and Video Management Systems.
Responsibilities include:
- Serving as the Owner's representative with CCTV maintenance contractors
- Monitoring contractor performance and SLA compliance
- Managing preventive maintenance programs
- Reviewing maintenance reports and testing documentation
- Coordinating service requests and issue resolution
- Evaluating recording, storage, and video retrieval functionality
- Assessing future expansion and modernization opportunities
- Managing contractor invoices and budgets
- Performing quality inspections
- Developing executive KPI reports
- Identifying risks and recommending mitigation strategies
- Ensuring compliance with applicable healthcare, security, and organizational standards
General Project Management Responsibilities
- Serve as the primary technical liaison between stakeholders, contractors, consultants, and vendors.
- Develop comprehensive project schedules and implementation plans.
- Manage project scope, budgets, schedules, risks, and quality.
- Coordinate activities across Information Technology, Facilities, Security, Clinical Operations, and Administration.
- Lead project meetings and stakeholder communications.
- Monitor contractor performance and project deliverables.
- Maintain project documentation and reporting.
- Identify project risks and implement mitigation strategies.
- Ensure compliance with applicable codes, standards, and organizational policies.
- Develop executive-level project status reports and presentations.
- Support long-term technology planning and capital improvement initiatives.

Experience
- Extensive experience managing enterprise Audio Visual systems and infrastructure.
- Experience serving as an Owner's Representative on technology projects.
- Proven success managing technology procurement and competitive RFP processes.
- Experience managing enterprise service and maintenance contracts.
- Experience overseeing technology vendors and system integrators.
- Experience managing capital improvement and infrastructure modernization projects.
- Experience within healthcare, government, higher education, or similarly regulated environments.
Technical Knowledge
Experience with:
- Enterprise Audio Visual systems (Crestron experience strongly preferred)

Pay: $75.00 - $78.50 per hour
