Veracity Engineering has an exciting opportunity for Financial Analyst.
We are seeking a detail-oriented Financial Analyst to support the FAA SETIS contract, with a focus on the AAC program area and its ongoing Flight Services & Alaskan Automation initiatives. This role operates in a dual-support capacity: 50% of effort supports the client (AJR-B2 In Service Management) on program-level financial matters, and 50% of effort supports the Contracting Officer’s Representative (COR) on contract-level financial oversight and compliance. The ideal candidate is comfortable working across both government and contractor financial processes, translating between program budget needs and contract deliverable/invoicing requirements.
Essential Duties and Responsibilities:
- Client-Facing Support (~50%)
- Support AAC program leadership with budget formulation, execution tracking, and financial forecasting tied to Flight Services automation efforts.
- Prepare and maintain spend plans, burn-rate analyses, and variance reports (actuals vs. budget) for program milestones and automation deliverables.
- Assist in tracking funding documents (e.g., financial plans, task order funding, reimbursable agreements) relevant to automation system development, testing, and deployment.
- Support development of budget justifications, financial data calls, and briefing materials for program reviews.
- Coordinate with technical leads to align financial tracking with automation project schedules (e.g., OASIS-related or successor Flight Services automation efforts).
- Respond to ad hoc financial data requests from the client program office.
- COR-Facing Support (~50%)
- Assist the COR in monitoring contractor performance against cost, schedule, and funding baselines.
- Review and validate contractor invoices, cost vouchers, and monthly financial status reports for accuracy and compliance with contract terms.
- Track contract funding levels, obligations, and remaining balances; flag funding shortfalls or the need for modifications in advance.
- Support preparation of COR surveillance documentation, including financial elements of Quality Assurance Surveillance Plan (QASP) reporting.
- Reconcile contractor-reported costs against government financial systems (e.g., DELPHI, FAA financial systems) and internal tracking tools.
- Assist with financial inputs to CDRLs, monthly status reports, and contract deliverable reviews.
- Support audit readiness by maintaining organized, defensible financial documentation and records.
Required Qualifications:
- Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or related field. 5 years of relevant experience may be substituted for the bachelor’s degree. Master’s Degree or MBA in related field may be substituted for bachelor’s degree and 3 years’ experience. PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
- 10-15+ years of experience in financial analysis, budget analysis, or contract financial management, ideally within a federal government or FAA contracting environment.
- Prior experience on an Government Agency contract.
- Working knowledge of federal budget cycles, funding types (e.g., appropriated, reimbursable), and contract types (e.g., cost-plus, T&M, FFP).
- Strong Excel skills (pivot tables, financial modeling, variance analysis); familiarity with financial/ERP systems (Deltek Costpoint, DELPHI, or similar).
- Experience supporting or interfacing with a Government COR or Contracting Officer on contract financial matters.
- Excellent written and verbal communication skills, with the ability to translate financial data for both technical and non-technical stakeholders.
- S. Citizenship required; ability to obtain FAA Public Trust suitability.
Preferred Qualifications
- Prior experience on an FAA contract.
- Familiarity with FAA Flight Services programs and automation systems (e.g., OASIS or successor platforms).
- Experience with Earned Value Management (EVM) concepts.

Essential Functions:
Program Management
- Serves as a primary contributor to the program Integrated Master Schedule (IMS), coordinating inputs from engineering, acquisition, and operations teams to maintain schedule fidelity and identify critical path risks.
- Prepares and presents weekly program status reports summarizing Accomplishments, Challenges, Successes, and Planned Activities for program leadership and key stakeholders.
- Supports the program Risk Management Board, tracking risk items to closure and coordinating mitigation actions across program workstreams.
- Attends and supports Investment Planning & Analysis team meetings, providing program status inputs and coordinating budget and resource data.
- Participates in planning discussions on Corporate Work Plan (CWP) input and status reporting requirements across assigned programs.
- Reviews and provides inputs to annual Resource Planning Documents (RPDs), ensuring alignment between program requirements and funding profiles.
- Presents program updates at management reviews and other senior-level forums.
- Coordinates with implementation teams on installation and deployment plans, ensuring digitization and infrastructure upgrade activities are synchronized across dependent programs.
- Develops options briefings for program sub-systems and components, supporting leadership decision-making.
- Supports program familiarization briefings to contractors and integrators and reviews contractor risk management plans.
- Uses Primavera P6 or equivalent scheduling tools for schedule development, maintenance, and analysis.
Acquisition Strategy, Planning, and Support
- Develops and refines Performance Work Statements (PWS) for program acquisition vehicles, including Requests for Proposal (RFP) and Requests for Information (RFI) for various technical solutions.
- Assesses Concept Papers from offerors as part of multi-step acquisition processes, evaluating technical approaches, organizational qualifications, and business models against program functional and performance requirements.
- Reviews contractor proposals and generates technical and cost evaluation questions in assigned areas to support source selection processes.
- Completes Contract Deliverable Requirements Lists (CDRLs) for program integrator contract packages; collaborates with contractors on updates and revisions.
- Meets with vendors to discuss potential contract requirements for program sub-systems and components, including sole source justification assessments where applicable.
- Collaborates with the Contracting Officer on RFI feedback, contract modifications, and acquisition strategy refinements.
- Researches emerging technologies and infrastructure solutions and provides recommendations on their applicability to program requirements; coordinates with relevant program offices on potential integration and onboarding.
- Manages ongoing contract deliverables, tracks milestones, and monitors contractor performance against established contract standards
Systems Engineering and Requirements Support
- Develops and maintains program requirements documents, coordinating inputs from operational users, safety engineering, and technical stakeholders to ensure completeness and traceability.
- Supports weekly Technical Coordination Meetings with vendors on sub-system requirements and interface definitions.
- Coordinates with operational end users on system requirements documents, incorporating front-line user perspectives into the requirements baseline.
- Leads requirements development for program laboratory and test environments, supporting facility and equipment planning efforts with relevant engineering and lab organizations.
- Supports the review of safety requirements derived from safety panels and updates Preliminary Hazard Assessments (PHAs) for assigned programs.
- Develops and maintains maintenance options analyses, evaluating contractor vs. government maintenance approaches across program sites and components.
- Supports updates to functional requirements documents for use in acquisition vehicles and RFIs, ensuring documents reflect current program objectives and technical constraints.
- Provides systems engineering analysis in support of legacy system migrations and platform transitions, with particular attention to interface compatibility between legacy and replacement systems.
- Coordinates with cloud program offices on timeline, security, and onboarding requirements for cloud-hosted program components.
Stakeholder Coordination and Communication
- Serves as a liaison between the program office and prime contractors and integrators, facilitating information flow and alignment on program priorities, technical direction, and schedule.
- Coordinates with contract service providers on platform capabilities and transition planning, ensuring acquisitions leverage existing proven capabilities while meeting program-specific requirements.
- Engages operational end users and subject matter experts to gather requirements, communicate program developments, and address operational concerns.
- Represents the program at internal and external meetings, including those with engineering, leadership, and legislative liaison staff.
- Develops and maintains program communications products including briefings, white papers, and technical summaries for diverse audiences ranging from front-line operational specialists to senior agency leadership.
Positions Available:
- Senior Level (Level 1): 20+ years of relevant experience.
Required Knowledge, Skills, and Abilities
- Demonstrated knowledge of FAA Flight Service operations, including weather briefing, flight planning, search and rescue coordination, NOTAM management, and inflight advisory services.
- Familiarity with the Leidos Flight Services platform.
- Working knowledge of the Alaska aviation environment, such as the unique operational challenges of the 17-station FSS network, weather camera systems (AWOS/VWOS), and general aviation safety requirements in remote and austere conditions.
- Understanding of the BNATCS program structure, the role of the BNATCS Integrator (Peraton), and the relationship between AAC and other BNATCS sub-programs.
