Petersburg Redevelopment and Housing Authority is currently seeking a qualified candidate to fill the full time, benefit eligible position of the Housing Management Specialist. This position is primarily responsible for screening and processing new applicants desiring assisted living. Duties also include regular contact and correspondence with tenants and landlords, dispute resolution, and renewal/recertification processing. Specific duties include, but not limited to:
1. Provides information regarding HCV Program to potential applicants and property owners; screen applicants utilizing Authority guidelines.
2. Ensures applications and supporting documentation are in place and verified to include income, affordability testing/debt ratios, family composition, etc.
3. Satisfactorily, processes HCV applications ensuring complete, accurate, and timely documentation; processes new leases for initial or transfer situations.
4. Upon execution of lease documents, forwards information to appropriate personnel and agencies as required.
5. Conducts thorough HCV orientations with property managers or property owners ensuring their complete understanding of the program.
6. Acts as an information resource for tenants and landlords regarding questions or concerns related to the HCV Program.
7. Ensures the recertification process of existing tenants is performed according to the departmental schedule.
8. Conducts re-examinations interviews with the tenants and examines status changes to include family composition, income and debt.
9. Accurately computes new rents for rent changes and recertification as required.
10. Prepares renewal and interim rent changes notification letters; distributes accordingly.
11. Maintains a variety of files and documents to include re-certifications packets, port in/out, eligibility, special programs as assigned.
12. Maintains portable correspondence with other HCV agencies as families move to new communities.
13. Performs initial collection duties on past due accounts for processing and distributing collection notices in accordance with Authority guidelines.
14. Prepares and processes daily/weekly correspondence to tenants and property owners as necessary.
15. Acts as an arbitrator for disputes between tenants and property owners within scope of authority ensuring resolution of minor conflicts.
16. Coordinates informal hearing process for disputes that cannot be resolved; schedules hearing date, forms panel; and prepares and presents case in a concise manner.
17. Demonstrates a working knowledge of SEMAP, HUD, VHD regulations, AND Housing Quality Standards for HCV dwellings.
Qualified candidates must possess a high school diploma or equivalent; prefer a Bachelor’s Degree in Sociology, Public Administration, Business Administration, or Management with a minimum of three (3) years experience in public housing management; and/or combination of education and experience. Certification required with professional housing designation. Must exhibit a high degree of interpersonal and negotiation skills, as well as exceptional written and verbal communication skills, organizational skills, mathematical inclination, and demonstrate computer literacy. Must possess a valid Virginia driver’s license; DMV report must meet Authority standards.
