Primary Purpose of Position
The Unit Business Officer provides professional financial leadership for one or more assigned units or divisions of North Carolina A&T State University, serving as the embedded finance partner on the unit’s/division’s leadership team while reporting and remaining accountable to the Vice Chancellor for Business and Finance. Reporting to the VC for Business and Finance, the Unit Business Officer owns budget development, monitoring, forecasting, financial reporting, analysis, and decision support for the assigned units or division; applies common standards, methods, and internal controls; and advises unit/division leadership on the financial implications of operational decisions. Depending on size and complexity, a Unit Business Officer serves a single larger unit/division or is shared across several smaller units. Authority centers on the budget and financial management of the assigned units; university-level central finance functions remain with the respective central offices, with whom the Unit Business Officer coordinates closely.
Primary Function of Organizational Unit
The Division of Business and Finance, led by the Vice Chancellor for Business and Finance / Chief Financial Officer, stewards the university’s financial resources and provides the budget, accounting, treasury, procurement, facilities, human resources, public safety, and related services that sustain institutional operations. Within Business and Finance, this shared model provides centralized budget and financial management to the university’s schools and divisions through finance professionals who are embedded in the units they serve and accountable to the Vice Chancellor. This model will deliver consistent financial practices, stronger internal controls, reliable continuity of service, and decision-useful analysis to Unit/Division leadership.
Minimum Requirements
- Master’s degree in business, finance, accounting, or a directly related field and 4 years of progressively responsible professional experience in budgeting, financial management, accounting, or financial operations; or a bachelor’s degree in an equivalent field and 6 years of such experience; or an equivalent combination of education and experience.
- Experience developing and managing complex operating and capital budgets.
Experience providing financial analysis and reporting in support of management decision-making.
Preferred Years Experience, Skills, Training, Education
- Experience in higher education finance, ideally within a public university or a UNC System institution.
- Experience serving as an embedded finance or business partner within an academic or administrative unit.
- Experience supervising or providing lead direction to professional or support staff.
- Familiarity with fund accounting across state appropriations, facilities and administrative (F&A) recoveries, contracts and grants, auxiliary, and gift or endowment funds.
- Experience with Banner or a comparable enterprise resource planning (ERP) system and with financial reporting and analytics tools.
CPA, CMA, CGFM, or comparable credential is preferred but not required.
Required License or Certification
No professional license or certification is required to perform the duties of this position.
