JOB SUMMARY
The Assistant Director/Housing Case Manager is a leadership position within the NEPA Youth Shelter and is focused on supporting teens and young adults in need. This full-time, at-will position reports to the Executive Director (ED) and serves as their primary operational partner, providing organizational leadership, supervision of staff and volunteers, while maintaining direct responsibility for the Housing Program and it’s participants, as well as continuity of operations in the Executive Director’s absence.
ABOUT THE NEPA YOUTH SHELTER
The NEPA Youth Shelter consists of three main programs: an After School Teen Drop In Center (14 years old–high school graduation), a Housing Program (18–24 years old), and a Mental Wellness Program (all Teen Center and Housing Program clients).
The NEPA Youth Shelter provides essentials such as food, clothing, and bathrooms, as well as services such as educational support, counseling, family reunification, and/or preparation for independent living. With a focus on social justice and advocacy, the shelter is welcoming to youth from all backgrounds and especially affirming to LGBTQ+ youth.
JOB RESPONSIBILITIES
1. Housing Program: The NEPA Youth Shelter’s Housing Program is currently capped at 3 participants at a time. The Assistant Director/Housing Case Manager provides interpersonal, interventional, and support services directly to these young adults in need of housing stabilization.
o Successfully engage Housing participants in developing and implementing their individual goal plans using appropriate developmental strategies and interventions, culturally competent care, and assistance with urgent/emergency/matters as needed, with the goals of stabilizing housing, independence, and life enrichment.
o Interview Participants to assess their situational needs.
o Meet with participants weekly at minimum to present life skills instruction and assist them in gaining as much independence as possible while also providing support and guidance.
o Maintain participant records and follow documentation standards maintaining compliance with the shelter, city, county, state, and federal regulations, and private grant requirements, if applicable.
o Represent the program and agency in a professional manner and maintain positive community relationships in a proactive manner, which includes community partners, and community members in general about the NEPA Youth Shelter’s Housing Program. This may include being interviewed by media outlets, speaking at functions, attending meetings pertaining to housing program and other public relations activities and other community events and activities
o Support housing clients in developing the knowledge and skills necessary for successful independent living, including locating and securing housing, understanding leases and tenant rights and responsibilities, budgeting for housing expenses, coordinating utilities, maintaining stable tenancy, and navigating barriers that may place them at risk of housing instability.
o Ensure adequate food, personal hygiene, clothing and other necessities are always available to the client.
o Be a liaison and provide ongoing case coordination with community contacts such as referral/funding sources, children and youth agencies, property owners, probation, school personnel, employers, doctor’s offices, and others as needed
o Address and report any crisis or critical incident to the ED, as well as proper authorities/agencies as needed.
2. Teen Center: The Assistant Director/Housing Case Manager will serve as the primary point person for the operations of the After School Teen Drop In Center
○ Provide leadership and supervision to the day-to-day staffing and operations of the Teen Center including creating new processes and procedures as well as modifying existing ones as needed for program participants, volunteers, and staff with the assistance of the ED.
o Provide direction and leadership throughout all programs within the NEPA Youth Shelter in the absence of the Executive Director (ED will always be available to call if needed.)
o Be the point person for volunteers when it comes to recruiting, interviewing, onboarding, training and scheduling around their availability.
o Manage the attendance logs for the Teen Center as well as the Teen Information forms.
o Assist in overseeing, implementing and formulating the budget for the Teen Center with the help of the ED and Finance Committee.
o Represent the NEPA Youth Shelter at media and community events alongside ED and/or other staff; this also includes participating in speaking engagements about the NEPA Youth Shelter.
o Complete monthly food bank orders and compile shopping lists for items needing in the Teen Center.
o Assist with monthly Food Bank pickups.
3. Administrative Functions: The Assistant Director/Housing Case Manager will assist the ED with administrative functions pertaining to the organization as a whole
○ Obtain the required clearances for all volunteers of the Teen Center and manage the donor database files.
o Enter any incoming financial and in kind donations into Little Green Light according to the guidelines established.
o Track the amount of tangible donations and the dollar value for our tax purposes at the end of the fiscal year.
o Check receipts from the previous day and add information to any new or existing grants to the existing spreadsheets. Keep a running balance for the ED and bookkeeper.
o Track grant expenses for each active grant and make available monthly for both the ED and Bookkeeper.
o Create a folder for the bookkeeper for all expenses for the month by the 5th of the month.
o Process fulfillment of merchandise orders or fundraising purchases through our website. Any items to be mailed should be prepared and arrangements to take to USPS within 24 hours should be made. Fulfilled order forms should be filed and provided to the bookkeeper accordingly.
o Maintain archives with any news articles or appearances by us in local media.
o Assist with keeping social media sites and our website current and engaging to the community with current happenings.
o Assist with compiling and distributing monthly newsletters and email blasts.
o Attend all Finance, Fundraising, Housing and monthly Board meetings including any ad hoc meetings pertinent to the success of the organization
o Other duties as assigned.
REQUIREMENTS
o A bachelor’s degree, ideally in human services or a related field preferred
o 2+ Experience working with young people (14-24) as well as homelessness preferred
o Leadership experience preferred
o Bilingual preferred
o Ability to build rapport and engage effectively with individuals from diverse backgrounds while demonstrating cultural humility, respect, and sensitivity
o Ability to convey the vision of NEPA Youth Shelter’s strategic future to staff, board, volunteers, and donors
o Ability to work independently and collaborate with a team of staff, interns, volunteers, and board members
o Strong organizational abilities including planning, delegating, program development, and task facilitation
o Strong written and oral communication skills – public speaking skills preferred
o Strong multi-tasking abilities
o Demonstrated ability to oversee and collaborate with staff while providing supervision and training
o Ability to work evenings and weekends
o Regular working schedule of 11 AM to 7 PM M-F
o Mandated Reporting training required when hired
SALARY RANGE
$40,000 – $43,000 commensurate with experience and other qualifications Benefits package includes but is not limited to healthcare stipend and PTO.
