Position Summary
The U.S. Senate Committee on Foreign Relations seeks an experienced and highly motivated Counsel to support the Committee's legislative, nominations, and oversight responsibilities. The Counsel will serve as a legal and policy advisor to Committee leadership and staff on matters within the Committee's jurisdiction.
The ideal candidate will possess strong legal, analytical, and communication skills; experience in legislative, regulatory, or administrative law; and the ability to manage complex policy issues in a fast-paced environment. This position requires sound judgment, discretion, and the ability to work collaboratively with Members of Congress, executive branch officials, stakeholders, and Committee staff.
Key Responsibilities
- Provide legal and policy counsel on matters within the Committee's jurisdiction.
- Play a leading role in supporting the Committee’s nominations process.
- Draft, review, and analyze legislation, amendments, committee reports, hearing materials, correspondence, and legal memoranda.
- Advise Committee leadership and staff on statutory, constitutional, administrative, and regulatory issues.
- Support Committee oversight activities.
- Lead or assist in planning and execution of committee hearings, briefings, and markups.
- Engage with executive branch agencies, congressional offices, stakeholders, and outside experts regarding legislative and oversight matters.
Qualifications
Required
- Juris Doctor (J.D.) degree from an accredited law school.
- Relevant professional experience, including experience in Congress, federal government, private practice, or a related field.
- Demonstrated expertise in legislative drafting, statutory interpretation, and legal analysis.
- Excellent written and oral communication skills.
- Strong organizational skills and attention to detail.
- Ability to manage multiple priorities and meet deadlines in a dynamic environment.
- Ability to exercise discretion and handle sensitive or confidential matters.
Preferred
- Prior congressional committee experience.
- Subject-matter expertise in areas within the Committee's jurisdiction.
- Nominations experience.
- Experience managing complex projects.
- Familiarity with Senate rules, procedures, and legislative processes.
