Flora Arbor is growing — and we're building an HR function from the ground up to match. We need an HR Manager who is equal parts people champion and operational backbone: someone who can recruit great talent, run clean payroll, build policies that actually get followed, and foster a culture where people want to show up and do their best work.
The Role
This is a hands-on, standalone HR role. You will own the full employee lifecycle — from sourcing and hiring to onboarding, benefits, payroll, performance management, and off-boarding. You'll build the policies and accountability structures that keep Flora Arbor compliant, consistent, and a great place to work. You report directly to ownership and have real authority to get things done.
What You'll Own
Recruiting & Hiring
- Own full-cycle recruiting for all positions — job postings, screening, interviews, offers, and background checks.
- Build and maintain a pipeline of qualified candidates so we're never starting from zero when a role opens.
- Partner with managers to define hiring needs and create role-specific interview frameworks.
- Deliver a candidate experience that reflects Flora's brand and culture.
Onboarding & Offboarding
- Build and execute a structured onboarding program that gets new hires productive and confident fast.
- Manage all employee documentation, I-9 verification, state cannabis licensing requirements, and HRIS data entry.
- Conduct exit interviews and use the data to improve retention.
Payroll
- Process accurate, on-time payroll for all hourly and salaried employees every pay period.
- Manage time and attendance records; resolve discrepancies before they become disputes.
- Ensure proper tax withholding, garnishments, and year-end W-2 filings in compliance with Illinois law.
- Serve as the primary contact for payroll questions and corrections.
Benefits Administration & Enrollment
- Administer health, dental, vision, and ancillary benefit plans; manage open enrollment and qualifying life events.
- Serve as the employee-facing resource for benefits questions, claims issues, and plan comparisons.
- Evaluate benefit offerings annually and make recommendations to ownership on cost-effective plan design.
- Ensure timely carrier invoicing, reconciliation, and ACA compliance reporting.
Policy, Compliance & Employee Relations
- Write, maintain, and enforce the employee handbook and all HR policies — attendance, conduct, PTO, progressive discipline, and beyond.
- Manage the full disciplinary process: verbal warnings, written warnings, PIPs, and terminations, with consistent documentation.
- Investigate employee complaints and workplace issues promptly, fairly, and confidentially.
- Ensure compliance with Illinois employment law, IDOL regulations, OSHA, and cannabis-specific workforce requirements.
- Partner with ownership and outside counsel on any employment-related legal matters.
Culture & Employee Development
- Champion a workplace culture that is positive, accountable, inclusive, and high-performing.
- Develop and track performance review processes; coach managers on delivering meaningful feedback.
- Identify training needs and coordinate learning opportunities that help employees grow.
- Recognize and reinforce behaviors that reflect The Joint's values — and address those that don't.
- Serve as a trusted, approachable resource for employees at every level of the organization.
What We're Looking For
- 3–5+ years of HR generalist or HR manager experience, ideally in retail, hospitality, or cannabis.
- Demonstrated experience running payroll (ADP, Paychex, Gusto, or equivalent).
- Working knowledge of Illinois employment law, FMLA, ADA, and IDOL requirements.
- Experience writing HR policies and managing employee relations and disciplinary matters.
- Benefits administration experience including open enrollment and carrier management.
- Strong recruiter instincts — you know how to find good people and close them.
- Exceptional discretion and judgment; trustworthy with sensitive information.
- Highly organized, self-directed, and able to manage competing priorities without dropping the ball.
- PHR, SPHR, SHRM-CP, or SHRM-SCP certification a plus.
- Cannabis industry experience a plus but not required.

Pay: $25.00 - $30.00 per hour
