Position Summary
The Risk Manager is responsible for developing, implementing, and overseeing programs related to risk management, compliance, patient safety, patient advocacy, grievance management, and HRSA Operational Site Visit readiness. Working closely with organizational leadership, this role helps ensure regulatory compliance while supporting a positive patient experience and continuous improvement initiatives
Job Description

Risk Management & Compliance
- Develop and maintain the organization's Risk Management Program.
- Conduct operational, clinical, financial, compliance, and reputational risk assessments.
- Maintain the organizational risk register and monitor mitigation activities.
- Oversee incident reporting, investigations, root cause analyses, and corrective action plans.
- Monitor compliance with HRSA, HIPAA, OSHA, FTCA, state licensing requirements, and other applicable regulations.
- Prepare reports and recommendations for executive leadership and the Board of Directors.
HRSA & FTCA Readiness
- Lead organizational preparation for HRSA Operational Site Visits (OSVs).
- Coordinate collection and maintenance of required compliance documentation.
- Support FTCA deeming activities and ongoing compliance efforts.
- Conduct internal audits, compliance reviews, and mock assessments.
- Track completion of corrective actions resulting from audits and site visits.
Patient Advocacy & Grievance Management
- Serve as the organization's Patient Advocate.
- Receive, investigate, and facilitate the resolution of patient complaints and grievances.
- Monitor complaint trends and identify opportunities for operational and service improvements.
- Ensure timely grievance resolution and regulatory compliance.
- Promote a patient-centered culture focused on safety, dignity, and respect.
Training & Quality Improvement
- Develop and deliver training on risk management, compliance, privacy, and workplace safety.
- Support emergency preparedness and business continuity planning.
- Collaborate with department leaders to improve processes and reduce organizational risk.
- Use data, audit findings, and patient feedback to drive ongoing quality improvement initiatives.
Required Qualifications
- Associate's degree in Healthcare Administration, Public Health, Nursing, Business Administration, or a related field (relevant experience may be considered in lieu of education).
- Minimum two years of experience in healthcare compliance, risk management, quality improvement, patient advocacy, or a related healthcare administrative role.
- Working knowledge of HRSA Health Center Program requirements, HIPAA, OSHA, FTCA, patient rights, and healthcare regulatory standards.
- Experience conducting investigations, maintaining compliance documentation, tracking corrective actions, and preparing reports.
- Excellent communication, organizational, problem-solving, and interpersonal skills.
Preferred Qualifications
- Experience working in a Federally Qualified Health Center (FQHC), Community Health Center, or similar healthcare environment.
- Knowledge of HRSA Operational Site Visit requirements and FTCA deeming processes.
- Professional certification or specialized training in risk management, compliance, quality improvement, patient safety, HIPAA, or healthcare leadership.
- Experience developing policies, conducting audits, leading investigations, analyzing trends, and presenting findings to leadership and governing boards.
