Position Overview
We are seeking an experienced Stevedore Foreman to support cargo handling and vessel operations at a major military cargo port facility. This position is responsible for directing and overseeing stevedoring personnel engaged in the loading, unloading, staging, securing, and movement of military cargo, vehicles, containers, rolling stock, and breakbulk shipments.
The Stevedore Foreman serves as a frontline leader responsible for ensuring cargo operations are conducted safely, efficiently, and in compliance with contractual requirements, military regulations, port procedures, and industry best practices. The ideal candidate possesses strong leadership skills, extensive cargo handling experience, and a proven ability to manage personnel and equipment in a fast-paced operational environment.
This position supports mission-critical military logistics operations and may require work during nights, weekends, holidays, and surge operations.
Key Responsibilities
Cargo Operations Supervision
Direct and supervise stevedore crews engaged in vessel loading and discharge operations.
Coordinate cargo movement activities involving containers, military vehicles, rolling stock, breakbulk cargo, oversized equipment, hazardous materials, and general cargo.
Ensure cargo is properly stowed, secured, segregated, and handled in accordance with military and port requirements.
Monitor cargo operations to maximize productivity while maintaining safety and quality standards.
Verify cargo documentation, manifests, and load plans are accurately executed.
Workforce Leadership
Lead daily work assignments, crew scheduling, and task prioritization.
Conduct pre-shift briefings and communicate operational objectives, safety requirements, and work assignments.
Monitor employee performance and provide coaching, mentoring, and corrective guidance as needed.
Foster teamwork, accountability, and a strong safety culture among stevedore personnel.
Support workforce training and qualification programs.
Safety and Compliance
Enforce compliance with OSHA, maritime safety regulations, military safety requirements, and company policies.
Ensure proper use of personal protective equipment (PPE).
Conduct job hazard analyses and identify potential operational risks.
Immediately address unsafe conditions and stop work when necessary.
Participate in incident investigations and implement corrective actions.
Equipment and Yard Coordination
Coordinate with crane operators, equipment operators, checkers, vessel personnel, and port management.
Monitor utilization of forklifts, container handlers, reach stackers, cranes, terminal tractors, and other cargo handling equipment.
Ensure equipment inspections are completed and deficiencies are reported promptly.
Assist in coordinating vessel schedules, berth activities, and cargo staging operations.
Military and Customer Support
Interface professionally with military personnel, vessel representatives, government officials, and other stakeholders.
Support deployment, redeployment, readiness, and contingency operations.
Ensure operational activities meet contract performance standards and customer expectations.
Assist with surge operations and emergency response activities as required.
Required Qualifications
High school diploma or equivalent.
Minimum of 5 years of cargo handling, stevedoring, terminal operations, or maritime logistics experience.
Minimum of 2 years of supervisory or foreman-level experience leading cargo operations personnel.
Experience loading and unloading containers, vehicles, breakbulk cargo, and military equipment.
Knowledge of vessel operations, cargo stowage principles, and port terminal activities.
Working knowledge of OSHA and maritime safety requirements.
Ability to read and interpret cargo manifests, load plans, and operational instructions.
Strong leadership, communication, and organizational skills.
Ability to work in a physically demanding environment and outdoors in varying weather conditions.
Ability to obtain and maintain required security credentials and installation access.
Preferred Qualifications
Military cargo port operations experience.
Familiarity with Department of War (DOW) transportation systems and logistics operations.
Knowledge of U.S. Army Transportation Command (ARTRANS) operations and military cargo requirements.
Knowledge of hazardous cargo handling procedures.
Experience in unionized labor environments.
Certification or experience operating cargo handling equipment.
Familiarity with vessel loading plans and military deployment operations.
TWIC (Transportation Worker Identification Credential) or ability to obtain one.
Knowledge, Skills, and Abilities
Strong understanding of cargo handling operations and stevedoring practices.
Ability to supervise multiple crews and operational activities simultaneously.
Ability to make sound decisions in dynamic operational environments.
Knowledge of cargo safety, rigging, and load securement procedures.

Ability to maintain operational effectiveness under tight schedules and surge conditions.
Proficiency with basic computer applications and operational reporting systems.
Physical Requirements
Ability to stand, walk, climb, bend, and work on vessels, docks, and cargo yards for extended periods.
Ability to lift and carry up to 50 pounds.
Ability to work at heights and around heavy equipment.
Ability to work rotating shifts, overtime, weekends, holidays, and emergency operations when required.
