Position Summary
The Personnel Security Intake Specialist / Security Processor will support Department of Energy security operations by performing personnel security processing, intake review, package validation, data entry, records control, customer coordination, and administrative support for access authorization, HSPD-12/PIV, non-sensitive public trust, and related personnel vetting actions.
This position supports a secure federal environment and requires strong attention to detail, sound judgment, customer service skills, and the ability to apply DOE personnel security requirements, local procedures, and federal background investigation processing standards. The successful candidate will help ensure security packages are accurate, complete, timely, and processed in accordance with DOE, DCSA, and site-specific requirements.
Key Responsibilities
* Receive, review, validate, and process personnel security packages for completeness, consistency, and compliance with applicable DOE, DCSA, and site-specific requirements.
* Support processing of access authorization, clearance, uncleared PIV, HSPD-12, non-sensitive public trust, and related personnel vetting requests.
* Initiate, coordinate, and monitor background investigation actions using NBIS eApp and other authorized personnel security systems.
* Process national security and public trust case actions through DOE personnel security systems, including CATS/eCAR or successor systems.
* Review applicant and incumbent submissions for completeness and accuracy; identify missing, inconsistent, or deficient information; and coordinate corrections as needed.
* Maintain data integrity across multiple personnel security databases, tracking tools, and processing systems.
* Perform data entry to support audit trails, case status tracking, timeliness reporting, package quality metrics, and personnel security file accountability.
* Monitor pending case actions, investigation status, returned packages, requests for information, and completed actions.
* Prepare, route, transmit, and control personnel security documents, records, forms, letters, memoranda, and related correspondence.
* Provide clear and professional customer service to federal employees, contractors, site personnel, and other stakeholders regarding package status, processing steps, program requirements, and documentation needs.
* Support HSPD-12/PIV processing, including package review, processing support, tracking, and related reporting.
* Support personnel security records management, including physical and electronic personnel security files, HSPD-12 files, document control, file tracking, digitization support, and records disposition activities.
* Maintain and protect sensitive personnel security information, CUI, PII, business-sensitive information, proprietary information, and classified matter as applicable to assigned duties.
* Support development and maintenance of desk guides, local standard operating procedures, checklists, and other processing aids.
* Assist with weekly, monthly, and ad hoc reports related to clearance actions, PIV actions, package quality, processing status, and workload metrics.
* Cross-train and provide support to related personnel security, records, badging, or administrative functions as required.
* Perform work accurately and independently after successful completion of training, while elevating questions or unusual cases through the appropriate supervisory or federal channels.
Required Qualifications
* Experience supporting personnel security, access authorization, background investigation processing, credentialing, or federal security administration.
* Familiarity with personnel security processing requirements, package intake, document review, case tracking, and records management.
* Working knowledge of DOE personnel security, Safeguards and Security, HSPD-12/PIV, or comparable federal personnel vetting programs.
* Experience with or ability to learn systems such as NBIS eApp, CATS/eCAR, CPCI, PIPS/CVS, DISS, or other authorized personnel security databases.
* Ability to review security packages and supporting documents for completeness, consistency, and compliance with procedures.
* Strong attention to detail and ability to manage multiple priorities, deadlines, and customer requests.
* Strong written communication skills, including ability to prepare concise business correspondence, forms, memoranda, and status updates.
* Strong verbal communication and customer service skills, including ability to interact professionally with federal staff, contractors, applicants, and site personnel.
* Ability to work effectively in a secure, controlled, and compliance-driven environment.
* Proficiency with Microsoft Office, including Word, Excel, Outlook, PowerPoint, Teams, and related collaboration tools.
* Ability to manage physical and electronic files accurately and maintain organized records.
* Working knowledge of grammar, punctuation, spelling, and professional correspondence standards.
* Ability to follow local standard operating procedures, desk guides, security requirements, and supervisory direction.
* Ability to handle sensitive information with discretion, professionalism, and strict adherence to security requirements.
Preferred Qualifications
* Prior DOE, NNSA, DCSA, federal personnel security, or federal contractor security support experience.
* Knowledge of DOE Orders and directives related to personnel security, Safeguards and Security, identity and credential management, and classified information protection.
* Experience supporting access authorizations, clearance processing, HSPD-12/PIV processing, NSPT processing, HRP package processing, or classified visit and assignment processing.
* Experience identifying package defects, tracking rejection trends, and supporting quality-control metrics.
* Familiarity with CUI, PII, personnel security files, HSPD-12 records, classified matter handling, and secure document control.
* Experience supporting customer-facing security operations in a federal, DOE, national laboratory, M&O contractor, or secure-site environment.
* Existing DOE Q clearance or ability to obtain and maintain required DOE access authorization.
Security Requirements
* Must be able to obtain and maintain the required DOE access authorization for the position.
* Position may require a favorably adjudicated Tier 5 background investigation or equivalent.
* Position may require a DOE Q clearance depending on assigned duties, system access, and contract requirements.
* Must be able to handle sensitive, business-sensitive, proprietary, CUI, PII, and classified information in accordance with applicable requirements.
Work Environment
This position is expected to support on-site security operations in Oak Ridge, Tennessee. Work is performed in a secure federal or contractor-supported environment and may require interaction with federal staff, M&O contractors, site personnel, applicants, and other stakeholders. Standard work schedules are generally expected during normal business hours, with flexibility dependent on operational requirements and government direction.
