Supervise staff providing analysis and support for assigned program area by planning, developing, monitoring and evaluating complex projects and programs. Supervise staff to support the division’s planning and investment management functions. Coordinate efforts related to statewide implementation of policies, training, and guidance; develop and maintain data, reports, and IT systems to support construction program delivery, project development and delivery, project financial analysis and closeout, and advancement of the department’s long-term infrastructure and financial goals.
How you will contribute:
- Cross-Functional: Supervise a team to support Central Office Infrastructure Investment Division (IID) planning and investment program efforts and coordinate efforts with other Central Office Divisions as well as the districts. Anticipate and balance the needs of multiple internal and external stakeholders. Apply knowledge of business and the transportation industry to advance the Division’s interests. Develop staff to meet individual and Division goals. Support IID efforts to communicate with internal and external stakeholders, facilitate training and compliance activities, and represent the Division. Build partnerships with external stakeholders. Ensure compliance with federal and state policies and procedures across the cross-functional areas.
- Financial and Federal Funds Management: Implement policies and guidance related to the financial life-cycle of projects from initiation through final closeout and coordinate related activities with other Central Office Divisions and districts. Conduct and supervise staff performing financial analysis, reporting, and reconciliation in compliance with state and federal financial management principles and performance metrics. Provide support and work in collaboration with other Finance Directorate Divisions for federally required activities and reporting associated with the Department’s use of federal funds. Ensure all activities are conducted in compliance with state and federal program guidelines and communications with external stakeholders.
- Local Programs Support: Supervise and perform IID activities associated with local and state-wide program coordination and project identification, development, and delivery.
- Planning: Coordinate efforts to implement statewide policies and guidance for pre-project development activities and coordinate efforts with stakeholders and other cross-functional groups such as Location & Design, Traffic Operations, Environmental, etc. Participate in Central Office IID efforts related to the transportation planning process including planning and technical studies, performance management, and project prioritization processes. Support district efforts to collaborate with regional planning organizations to develop their long-range plans and prioritize projects for funding.
Portfolio Development and Management: Implement policies and guidance related to the Department’s Portfolio development and management and coordinate efforts across Central Office Divisions and the districts. Supervise staff to support IID efforts in developing, managing and updating federal, state and regional funding levels and assessing related portfolio impacts. Align financial and other resources to support construction program delivery across multiple years. Support efforts of internal and external stakeholders to drive results and advance the Department’s strategic and long-term infrastructure and financial goals. Coordinate Central Office activities associated with development and management of the construction program and coordinate related activities with external stakeholders.

Minimum Qualifications:
- Ability to coordinate activities with multiple stakeholders, resources and objectives.

- Experience in transportation planning and/or project management.
- Knowledge of federal, state, regional and/or local laws, regulations, procedures and policies related to transportation infrastructure and/or operations.
- Knowledge of project budgeting, funding allocation methods and expenditure tracking.
- Skill in documenting policies and procedures.
- Skill in gathering and analyzing sizable/substantial and complex data sets to identify problems, develop solutions, forecast, monitor outcomes and generate reports.
- Skill in the use of computers and web-based applications to include Microsoft SharePoint, automated financial management and project management systems.
Additional Considerations:
- A combination of training, experience or education in Public Policy, Business Administration, Finance, Civil and Transportation Engineering or related field desired.
- Ability to build collaborative relationships with diverse groups
- Experience applying knowledge of generally accepted principles and practices of budget administration, financial management and related state and federal law, policies and procedures.
