Under general supervision, configures, develops, documents, analyzes, creates, tests or modifies computer systems or programs, operating systems, and hardware. This may include the application of systems analysis techniques and procedures, including consulting with users to determine hardware, software or system specifications.
Perform first-level network support, setup installation and troubleshooting of associated information services activities.

General supervision is provided by the Information Technology Manager.
REPRESENTATIVE DUTIES
The following is a summary of essential functions and duties required for the position of Technology Specialist. 1. Supports District staff with IT Help Desk issues.
2. Performs maintenance on IT systems, software and hardware.
3. Consults with District staff to determine any necessary system, software or hardware changes.
4. Analyzes performance of systems, software and hardware.
5. Documents and reports on all IT issues and system performance.
6. Assist in providing first-level support and training for networked employees. Responding to dial-in customer for password, operating system and e-mail questions and issues.
7. Assist in updating information on system outages.
8. Install personal computers, peripherals and software.
9. Configure personal computers for new employees and setup email accounts.
10. Assist in training users with specific and general software.
11. Refer complex customer and employee problems to designated Information Technology staff member.
12. Monitor and report status of open problem to ensure timely completion.
13. Assist to ensure customers and employees follow internal policies and procedures.
14. Approve and assign new employee accounts and Internet access in accordance with prescribed procedures.
15. Respond to questions, problems and complaints from system users. Contact support technicians or specialist at remote sites.
16. Assist with business analysis to improve business processes and assist with implementing solutions for optimization.
17. Assist with system administration, cyber security, backups, and disaster recovery planning.
18. Search and restore files upon request.
19. Resolve systems problems and/or provide accurate information to assist end user.
20. Install and maintain PC software, and peripheral equipment such as printers and keyboards.
21. Assist in maintaining inventory of computer equipment and supplies.
22. Assist in maintaining files of software licenses, warranty periods, maintenance logs, and similar records for area of assignment.
23. Assist network resource maintenance by installing, maintain and repairing network connections. Ensure connect to existing cable, install and/or configure new.
24. Troubleshoot and correct minor system problems and update software including network printers, and storage devices by testing, loading and controlling access to data.
25. Identify source of problem, take corrective action, and document all trouble spots in help desk software. Escalation of complex tickets to senior IT personnel.
26. Provide administrative support as assigned by developing and maintaining department databases, records, reports, and documentation.
27. Must be able to establish and maintain effective working relationships with fellow employees, officials, and the public.
28. Maintains safe work practices according to District’s rules and policies.
29. Performs any other duties as assigned by the Information Technology Manager.
QUALIFICATIONS
The following generally describes the knowledge and qualifications required to perform the essential functions and duties of the position of Technology Specialist.
Education and Experience Guidelines – Below is a summary of the minimum educational qualification requirements for the position of Technology Specialist.
Education/Training:
An Associate degree in Computer Information Systems, or closely related field; or equivalent combination of education, experience, and training. Bilingual preferred (English and Spanish).
Experience:
One (1) to three (3) years of experience in computer networks, hardware, and software and data communication, including the latest Microsoft Windows server.
License or Certificate:
- Valid Texas Class “C” driver’s license and must have an acceptable driving record.
Knowledge, Skills, and Abilities:
- Must have good knowledge of concepts, practices, and procedures within a Help Desk environment.
- Good knowledge of networking and security concepts; Cisco Configuration
- Good knowledge of basic computer hardware, including wireless communication and computing devices such as cell phones and/or tablet type devices.
- Good knowledge of desktop and server operating systems; including Windows 7, 8.1, and 10 Adobe Suite, and Internet Explorer; Active Directory; Server 2008, 2012, 2014.
- Advanced skills using the MS Office Suite (Word, Outlook, Excel, and PowerPoint).
- Good knowledge of diagnostic utilities.
- Some knowledge of programming languages.
- Prepare and maintain records, maintain filing systems, compile, and organize information.
- Knowledge of ERP systems.
- Interpretation of oral and written instructions.
- Clear, concise oral and written communication to provide general information and promote program activities.
- Experienced in troubleshooting and resolving technical problems.
- Ability to plan, design, implement, and maintain LVWD computer systems.
- Ability to work independently in a deadline oriented environment.
- Ability to establish and maintain effective working relationships with supervisors, coworkers, officials, and the public to regularly resolve ordinary issues or occasionally those of a sensitive or controversial nature.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: The Technology Specialist position functions in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
However, other indoor and outdoor environments may be required due to the nature of the District’s business and various work locations. Travel from site to site may be required. May be exposed to noise, dust, and inclement weather conditions.
Physical: This is largely a sedentary role; however, some filing and other non-sedentary work is required. This would require the ability to stand, stoop, reach, bend kneel, squat climb, to lift and/or carry lightweight objects weighing up to 25 pounds; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; ability to operate a vehicle to travel to various locations; and to verbally communicate to exchange information.
Vision: Must be able tosee in the normal visual range, with or without corrective devices. Must be able to read.
Hearing: Must be abletohear in the normal audio range, with or without corrective devices.
Travel: Travel is primarily local during the business day.
Personal Protective Equipment Required: Safety equipment includes hard hat, traffic vest, ear plugs, eye protection and safety shoes.
