About Health People
Health People is a South Bronx-based nonprofit community health organization with more than 30 years of experience delivering peer-driven, community-based health education, chronic disease prevention, self-management, youth development, and wellness services. Health People uses a “community in-reach” peer education model to train and empower Bronx residents to become leaders in improving health outcomes in communities heavily impacted by poverty, asthma, diabetes, HIV/AIDS, substance use, and other health inequities. As Health People expands into Medicaid and Medicare-related service delivery, including evidence-based chronic disease prevention and self-management programs, the organization is strengthening its technology, data, compliance, cybersecurity, and systems infrastructure.
Position Summary
Health People seeks a hands-on, strategic, and mission-driven Information Technology Manager to lead the organization’s internal IT operations during a major period of growth. Health People currently works with an external IT vendor and has limited part-time internal IT support staff. This full-time role will serve as the organization’s primary internal technology leader and will manage the relationship with external IT vendors while building reliable, secure, scalable systems to support Health People’s program, administrative, compliance, billing, and data needs.
The IT Manager will oversee day-to-day technology support, Microsoft 365 administration, cybersecurity readiness, vendor coordination, equipment management, user support, CRM/EHR-related systems support, data security, and technology planning. The role is especially important as Health People expands into Medicaid, Medicare, and healthcare-adjacent service delivery, where HIPAA, data privacy, reporting accuracy, and system reliability are essential.
Key Responsibilities
IT Leadership and Strategy
Provide day-to-day leadership for Health People’s technology operations and serve as the primary IT advisor to the President and CEO. Develop and implement an IT roadmap that supports organizational growth, Medicaid/Medicare readiness, billing infrastructure, program expansion, and data-driven decision-making.
Vendor and Contract Management
Manage Health People’s relationship with current IT vendors and any future IT, CRM, EHR, billing, or software vendors. Monitor vendor performance, service tickets, costs, contracts, response times, deliverables, and alignment with organizational priorities and contract.
Systems Administration and User Support
Oversee internal IT support for staff, including server, computers, mobile devices, printers, phones, Microsoft 365, Teams, SharePoint, Outlook, OneDrive, Zoom, and other business applications. Ensure staff receive timely, respectful, and practical support.
Cybersecurity, HIPAA, and Compliance
Lead Health People’s cybersecurity readiness, data protection practices, access controls, password policies, device security, staff training, backup practices, and incident response planning. Support HIPAA-aligned practices as Health People expands into Medicaid and healthcare service delivery.
CRM, EHR, Data, and Medicaid Infrastructure
Support the development, implementation, and maintenance of technology systems needed for participant tracking, referrals, care coordination, Medicaid/Medicare billing readiness, and IT compliance documentation. Work closely with program, finance, compliance, and executive leadership to ensure the IT environment meets operational and funder requirements.
Equipment, Inventory, and Technology Assets
Maintain accurate inventory of laptops, desktops, mobile devices, software licenses, user accounts, warranties, and equipment assignments. Coordinate purchasing, onboarding, offboarding, and replacements.
Staff Training and Change Management
Support training of staff on core systems, cybersecurity practices, Microsoft 365 tools, data quality expectations, and technology policies. Help translate technical issues into clear, practical guidance for staff at all levels.
Policies, Procedures, and Documentation
Develop and maintain IT policies, procedures, onboarding/offboarding checklists, acceptable use policies, cybersecurity protocols, vendor documentation, and disaster recovery/business continuity procedures.
Qualifications
Required
· Bachelor’s degree in information technology, computer science, information systems, healthcare administration, nonprofit management, or a related field; equivalent experience may be considered.
· At least 5 years of progressive IT experience, including experience supporting an organization with multiple users, programs, systems, an EHR, and vendors.
· Experience with Microsoft 365 administration, Teams, SharePoint, Outlook, OneDrive, endpoint management, hardware support, and helpdesk coordination.
· Experience managing external IT vendors, service providers, software contracts, or outsourced technology support.
· Working knowledge of cybersecurity, data privacy, access controls, backup systems, and user account management.
· Strong communication skills and ability to support staff with varying levels of technology comfort.
· Ability to work in a mission-driven, community-based nonprofit environment.
Preferred or a plus
· Experience in a nonprofit, healthcare, Medicaid/Medicare, community health, human services, or FQHC-like environment.
· Knowledge of HIPAA, healthcare data privacy, Medicaid documentation, billing-related systems, or participant/client data systems.
· Experience with CRM, EHR, care coordination platforms as they relate to case management and referral pathways.
· Experience with Microsoft Dynamics 365, Power BI, Power Automate, or similar Microsoft tools.
· Project management experience, especially involving technology implementation, system migration, cybersecurity improvement, or workflow redesign.
· Relevant Microsoft certifications a plus.
Ideal Candidate Profile
The ideal candidate is both strategic and hands-on. They can advise the President and CEO on long-term technology infrastructure while also helping a staff member resolve an urgent systems issue. They understand that Health People’s technology systems are not just back-office tools; they are essential to serving Bronx residents, protecting sensitive information, documenting impact, preparing for Medicaid revenue, and building a sustainable community health organization.
