POSITION SUMMARY: Administrative position responsible for addressing resident/developer inquiries and performing clerical tasks related to the maintenance of the Township’s accounts receivable records.
ESSENTIAL FUNCTIONS:
· Prepares and maintains accurate bookkeeping and other clerical records and reports pertaining to account receivables and the escrow fund of developers.
· Prepares customer statements, bills, and invoices, and reconciles expenses to the general ledger.
· Receives and applies payments to customer accounts. Processing remote desktop payments.
· Enter Payment reversal for any ACH, CC or check returned.
· Preparing settlement documents and making entries in the customer account.
· Identifies aged receivables and manages the delinquent account process until recovery.
· Tracks changes to trash accounts and reports them to trash removal provider.
· Prepares periodical miscellaneous invoices.
· Gathers invoices from accounts, verifies processing procedure, and invoices developers.
· Tracks balances, updates receivables and alerts Finance Manager on a weekly basis of indemnified accounts.
· Validates account discrepancies by obtaining and investigating information.
· Provides Township Manager and Finance Manager with a monthly report for all accounts receivable.
· Assists the Finance Manager with preparation of the Township budget.
· Assists Finance Manager with County & State reports; DCED, Liquid Fuels, Pension, etc.
· Supports Finance department with payroll records, accounts payable processing and distributes payroll checks and files payroll reports.
· Assists in maintaining fixed asset records.
· Assists with the front receptionist area as needed.
· Performs all other duties assigned by the Finance Manager.
POSITION REQUIREMENTS:
Experience, Education, Licenses/Certifications
· Associate degree in accounting, Finance or similar area from an accredited business school; or two (2) years of experience in the same areas with a high school diploma, GED or any equivalent combination.
· Shall have the ability to be bonded.
General Knowledge/Abilities
· Considerable knowledge of current office practices and procedures including the complete Microsoft Office Suite and Township Software applications.
· Considerable knowledge of fiscal records including budgets, receipts, expenditures, payroll, pensions, and taxes.
· Ability to perform basic and advanced mathematical calculations including preparation of reports or application of formulas to data to determine fees or standards.
· Ability to post information accurately to record.
· Ability to use deductive reasoning to apply general rules to specific problems and produce answers that make sense.
· Ability to apply inductive reasoning to combine pieces of information and form general rules or conclusions.
· Ability to proofread numerical data with accuracy, detect errors and make corrections.
· Ability to execute the policies and procedures of Silver Spring Township.
· Ability to prepare and maintain accurate bookkeeping and other clerical records.
· Ability to exercise good judgment, courtesy and tact in serving the public.
· Ability to act quickly and calmly in emergency situations.
· Ability to input data, view, and comprehend information on a computer.
· Ability to use a telephone for extended periods, such as in one-half hour increments.
· Ability to maintain effective working relations with associates, the public and elected officials.
· Must have strong analytical and problem-solving skills.
· Ability to fluently speak and read the English language along with understanding and following both written and verbal direction.
· Ability to function independently, have personal integrity, flexibility and the ability to work effectively with the general public and fellow employees.
· Ability to pull, push, move and/or transport fifteen (15) pounds on a daily basis.
