Position Overview
Position Responsibilities:
The Regional Administrator is responsible for the overall management, staffing, compliance, and operational oversight of multiple Adult Residential Facilities (ARFs). This role requires active travel between facilities in Claremont,Ca and Antioch, Ca ensuring consistency in care, regulatory compliance, and staff performance.
Core Responsibilities (not limited to)
1. Operations Oversight
- Supervise daily operations across both 6-bed facilities
- Ensure consistency in care standards, documentation, and routines
- Monitor staffing schedules and coverage needs for full staff team.
- Step in for coverage or emergencies when needed
2. Staffing & Team Development
Recruit, hire, and onboard:
- Facility Managers
- Lead Caregivers
- Caregivers
- Build a reliable on-call and backup staffing system
The Administrator is responsible for the full organization, management, and operation of the Adult Residential Facility (ARF) in accordance with California Community Care Licensing (CCL), Title 22, Title 17, Regional Center requirements, and all applicable state laws.
The Administrator ensures:
- Residents receive proper care, supervision, and services aligned with their Individual Program Plans (IPPs).
- Staff follow facility policies, procedures, and regulatory requirements.
- Facility operations are safe, organized, and compliant.
- Staff are properly trained, supervised, and scheduled. This role requires strong leadership, operational oversight, emergency response, and direct responsibility for daily facility operations.
Required Qualifications
- ARF Administrator Certification from Community Care Licensing (Sacramento) – required.
- Minimum 21 years of age.
- High school diploma or GED required; college degree preferred.
- Minimum 2 years of experience providing direct supervision.
- Knowledge of:
- Title 22 and Title 17 regulations and applicable state laws.
- Requirements for care and supervision of adults with developmental disabilities.
- Person-Centered Planning (PCP) or willingness to complete PCP training.
- Consumer and employee grievance procedures.
- Ability to:
- Communicate effectively with residents, staff, families, and agencies.
- Establish and implement facility policies, programs, and budgets.
- Direct, train, and evaluate staff and provide in-service training.
- Certifications & Training:
- Current CPR and First Aid.
- At least 4 hours of HIV/AIDS and TB training every two years.
- Participation in ongoing training related to residential facility administration and direct support.
- Residential Specialist and DSP I & II certificates are a plus.
- Other Requirements:
- Eligible for and able to maintain criminal background clearance.
- Valid Driver’s License and auto insurance.
- Computer literate; able to manage digital systems (e.g., email, shared drives, calendars, communication platforms).
Key ResponsibilitiesFacility Administration & Operations
- Organize, manage, and oversee all operations of the assigned facility(ies).
- Coordinate day-to-day functions, including:
- Resident care and supervision
- Nutritional program and weekly menus
- Educational and activity programming
- Maintenance and safety
- Staff scheduling and coverage
- Maintain and supervise financial and operational records, including:
- Resident PNI monthly funds, expenses, and receipts
- Facility budgets and financial requests
- Develop, implement, and maintain facility policies and procedures, including:
- Use and tracking of facility/resident funds
- Shift coverage and use of staffing/placement agencies
- Vehicle accident and incident procedures
Resident Care & Program Management
- Ensure IPPs are obtained, implemented, and updated for each resident.
- Design and oversee an interdisciplinary process to assess resident strengths and needs, and adjust services as needed.
- Coordinate and document:
- Resident medical, dental, therapy, and follow-up appointments
- Weekly community integration activities based on resident choice
- Screen potential residents, review background information, and determine appropriate placement and facility capacity to meet needs.
Medication & Health Compliance
- Ensure medications and cleaning supplies are:
- Properly logged, documented, and signed off
- Stored and locked at all times in compliance with regulations
- Obtain all doctors’ orders and complete all medication documentation.
- Ensure residents and staff have current TB tests and that staff maintain required health-related certifications.
- Provide or coordinate in-service training on TB, HIV/AIDS, and related topics.
Staff Management & Training
- Participate in recruitment, hiring, training, supervision, evaluation, and termination of staff as needed.
- Develop and maintain a staff training program, including:
- On-site and external trainings
- Regular in-service trainings and documentation (topics, dates, signatures, certificates)
- Hold regular staff meetings, maintain signed agendas, and collaborate with specialized service personnel to review resident progress and modify programs.
Regulatory & Community Relations
- Serve as liaison with:
- Community Care Licensing (CCL)
- Regional Center
- Social Services, Health Department, and other agencies
- Community resources and neighbors
- Maintain regulatory compliance, including:
- Required reports and documentation (e.g., incident/injury reports)
- Timely notification of resident admissions/exits and new hires to CCL and Regional Center
- Resolve neighborhood complaints within 24–48 hours.
Digital Organization & Reporting
- Maintain and update digital office systems, including:
- Shared calendars (resident appointments, staff schedules)
- Digital records and communication platforms
- Submit weekly facility recap to Owner via email, text, or shared platform, including:
- Staff performance and follow-up
- Staffing status and coverage needs
- Financial requests and items needing Owner approval
- Resident updates and appointment status
On-Call, Emergency & Shift Coverage
- Remain on-call 24/7 (nights, weekends, holidays, and emergencies) unless formally relieved in writing.
- Respond to staff communications promptly (within one hour) and maintain continuous accessibility via company phone.
- Respond immediately to all facility emergencies and be able to arrive at the facility within one (1) hour when necessary.
- Ensure all emergency and incident reports (including injuries) are completed, signed, distributed, and compliant with CCL guidelines.
- Ensure all shifts are covered by:
- Contacting available staff
- Arranging or approving staffing support/agency coverage
- Personally covering shifts if no other staff are available
Vehicle & Incident Management
- Immediately notify Owner of any issue that may impact job performance or facility liability, including:
- Tickets, citations, legal notices
- Law enforcement contact
- Any incident affecting background clearance or insurance risk
- Report all vehicle-related incidents involving company vehicles, including accidents, damage, and traffic violations.
- Ensure proper post-incident steps:
- Safety of all individuals involved
- Contacting emergency services if needed
- Notifying Owner
- Documenting incidents and coordinating repair/insurance follow-up
- Develop and maintain a written vehicle accident procedure, train all staff on it, and document training acknowledgments

Pay: $5,800.00 - $6,100.00 per month
