Position Description: Nodi Solutions is seeking a consultant to work with a Government client to help design, develop, conduct, and evaluate public health emergency exercises per HSEEP and national preparedness doctrine (NIMS, NRF) to validate CDC's response readiness.
Responsibilities
- Support the full exercise lifecycle per HSEEP: planning and design, scenario development, execution/control, evaluation, and improvement planning.
- Plan, coordinate, and execute all-hazards public health exercises, both discussion-based (seminars, workshops, tabletop exercises) and operations-based (functional and full-scale exercises).
- Coordinate with internal and external partners — federal, state, local, tribal, territorial, and international stakeholders — to ensure integrated exercise efforts.
- Ensure exercises align with NIMS, the National Response Framework, CDC's Family of Plans, and CDC's Exercise Policy.
- Design realistic, scenario-based exercises addressing natural and man-made public health threats, aligned to defined exercise objectives.
- Develop and maintain exercise documentation: Exercise Plans (ExPlans), Controller/Evaluator (C/E) Handbooks, Situation Manuals (SitMan), participant briefings, and Master Scenario Events Lists (MSELs).
- Integrate CDC subject matter expertise into exercise design; develop facilitation guides and participant materials.
- Develop and manage Simulation Cell (SIMCELL) operations; coordinate controllers, evaluators, and simulators during execution.
- Support real-time exercise control, issue resolution, and scenario adjustments.
- Design and implement an evaluation approach consistent with the CDC Evaluation Framework and HSEEP doctrine; collect and analyze exercise data, participant feedback, and evaluator observations.
- Develop Summary of Conclusions (SOC) and other after-action briefing documents; support integration of lessons learned into future training and planning.
- Provide technical assistance to internal and external partners on exercise methodologies; develop and deliver related training.
- Coordinate all logistical and administrative requirements across the exercise lifecycle.
Required Qualifications
- U.S. Citizenship with ability to pass a government background check
- Bachelor's degree or equivalent experience; seven years' experience in emergency management (with two years specifically in public health emergency management) may substitute for the degree.
- Demonstrated experience in emergency management, public health preparedness, or exercise design and evaluation.
- Strong working knowledge of HSEEP, the Incident Command System (ICS)/Incident Management System (IMS), and NIMS.
- Demonstrated experience supporting and developing both operations-based and discussion-based exercises.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Planner).
- Strong facilitation, communication, and coordination skills; ability to translate complex concepts into actionable exercise scenarios.
- Ability to manage multiple projects simultaneously in high-tempo, deadline-driven environments.
- Ability to coordinate across multiple time zones and agencies.
- Must maintain readiness for IMS activation, including extended hours, shift work, and surge support; ability to participate in required real-world responses.
- Eligible for on-site CDC facility access (100% in-person position; telework only with prior COR/technical monitor approval).
Desired Qualifications
- HSEEP certification.
- Prior experience with National Level Exercises (NLEs) or comparable large-scale, multi-agency exercise programs.
- Experience developing exercise doctrine, SOPs, or training curricula for a federal agency.
- Direct public health emergency response experience (e.g., FEMA, HHS/ASPR, CDC, or a state/local public health EOC).
- Experience with CBRN or all-hazards technical exercise support (e.g., equipment testing/evaluation exercises).
- Familiarity with CDC-specific systems, culture, or prior CDC contract experience.
Pay: $60,000.00 - $65,000.00 per year
