POSITION OVERVIEW
The Military Unit Training Manager provides comprehensive administrative and unit program management support to the 131st Rescue Squadron (131 RQS), an Air Force Special Warfare unit at Moffett Air National Guard Base in California. This is a contractor (non-personal services) position embedded with the unit, requiring long-term continuity, a high degree of self-direction, and sustained access to sensitive DoD information systems.
The 131 RQS operates roughly 100 personnel including 50+ Special Warfare operators engaged in ongoing training and eight Combat Mission Support (CMS) Air Force Specialty Codes (AFSCs). The UPM allows the unit’s full-time military staff to remain focused on Combat Mission Ready currencies while ensuring administrative and compliance programs are maintained at standard.
This is a full-time contract position located at Moffett Air Field in Mountain View, CA.
KEY RESPONSIBILITIES
Training Program Management
- Own the unit's training pipeline from start to finish — tracking formal school quotas, monitoring student progress, and coordinating orders and travel for pipeline students
- Manage qualification training requirements for Special Warfare operators and Combat Mission Support personnel, staying current with National Guard Bureau guidance
- Submit quarterly reports on course attendance, completions, withdrawals, and costs to squadron leadership
Career Development & Skills Tracking
- Track each squadron member's career skill level progression and ensure records are accurate and up to date in the Air Force's training systems (TFTR and related databases)
- Deliver quarterly readiness reports to the Squadron Commander and senior leadership team
Personnel & Administrative Support
- Maintain the squadron's master personnel tracker, keeping it current before and after each drill weekend
- Consolidate and manage data across multiple programs: fitness records, performance reports, professional military education, travel card status, awards, promotions, and enlistments
Pay & Orders Management
- Ensure Special Warfare and support personnel are receiving the correct special duty pay for their qualifications and positions
- Process and manage associated military orders and program records
Manning & Assignments
- Help command staff keep the unit's manning document accurate — right people, right positions, right skill levels
- Process personnel assignment paperwork (AF Form 2096) as needed
Security Program Management
- Serve as the unit's security manager, initiating and tracking security clearance investigations for new members and renewals for current ones
- Work in DISS and NBIS daily to manage clearance packages and prevent any lapses
Unit Inspection & Compliance
- Run the unit's self-assessment program, managing the Air Force's compliance checklist tool (MICT) to keep the squadron inspection-ready
- Support the Commander in maintaining an effective internal inspection program year-round
REQUIRED QUALIFICATIONS
- U.S. Citizen
- DoD SECRET Clearance
- Minimum 3 years of experience in military program management, including security management, personnel programs, and training management.
- Qualified or able to qualify as a Unit Security Manager.
- Experience with AFSPECWAR units, U.S. Special Operations Forces (SOF) community, or Air Force Rescue operations.
- Working knowledge of Commander’s Support Staff (CSS) functions and general Air Force administrative procedures.
- Demonstrated ability to gain and maintain access to: DISS, NBIS, MICT, MICP, IGEMS, CHRIS, TFTR, AROWS, and DTS.
- Strong interpersonal and written/verbal communication skills.
- Ability to maintain effective working relationships with Base Education & Training, Personnel, and Recruiting & Retention offices, and NGB training liaisons.
- Ability to lift 44 lbs and support occasional field training environments (drop zones, boat party, austere conditions) as required.
PREFERRED QUALIFICATIONS
- Prior enlisted Air Force experience at E-5 or above, preferably in an AFSPECWAR or Rescue MOS/AFSC
- Familiarity with Air Force Instruction (AFI) and DAFMAN directives governing training and personnel.
- Prior experience serving as UTM, Security Manager, or SAPM within an Air National Guard or Reserve unit.
- Experience with Defense Travel System (DTS) and Government Travel Card (GTC) oversight.
Pay: $110,000.00 - $120,000.00 per year
