Mid-Level Project Controls / Construction Financial Consultant

Position Summary
Temoney Banks Consulting is seeking an experienced Mid-Level Project Controls / Construction Financial Consultant with 10+ years of experience supporting capital construction programs through project controls, financial management, and owner's representative advisory services.
This position is ideal for a financial professional with a strong background in construction, project controls, cost management, and change management. The successful candidate will provide owner-side support by overseeing project budgets, reviewing contractor financial documentation for compliance, managing change orders, validating pay applications, and ensuring projects maintain strong financial controls throughout the project lifecycle.
The consultant will work closely with owners, project managers, contractors, architects, engineers, and other stakeholders to ensure projects remain financially sound, contractually compliant, and properly documented from project initiation through closeout.
Key Responsibilities
Project Controls & Financial Management
- Monitor and maintain project budgets, commitments, expenditures, forecasts, cash flow, and cost variances throughout the project lifecycle.
- Support project controls processes by tracking financial performance and identifying budget risks and opportunities.
- Prepare financial reports, budget updates, cost forecasts, and executive project status reports.
- Assist project leadership with financial decision-making through detailed cost analysis and reporting.
Construction Financial Administration
- Review contractor payment applications for accuracy, contractual compliance, supporting documentation, schedule of values, and percentage of completion.
- Validate project expenditures against contract requirements and approved budgets.
- Reconcile committed costs, actual costs, invoices, and project financial records.
- Support invoice processing, funding reconciliation, and financial documentation management.
Change Management & Change Order Administration
- Lead and coordinate change management processes throughout project execution.
- Review, evaluate, negotiate, and process contractor change order requests.
- Analyze pricing, labor, material costs, equipment rates, contingencies, allowances, and schedule impacts associated with change orders.
- Prepare change order recommendations and maintain comprehensive change management logs.
- Track cumulative financial impacts of approved and pending changes against project budgets.
GMP/ Payment Application Review
- Review Guaranteed Maximum Price (GMP) proposals for completeness, reasonableness, and contractual compliance.
- Evaluate cost estimates, allowances, contingencies, unit pricing, and subcontractor pricing support.
- Identify cost risks and provide recommendations to owner representatives and project leadership.
Project Reporting & Documentation
- Prepare monthly project controls reports, executive dashboards, financial summaries, issue logs, and action item tracking.
- Maintain organized, audit-ready project documentation and financial records.
- Coordinate project closeout activities, including final cost reconciliation, financial documentation, and record management.
Owner's Representative Support
- Support owner-side advisory services by protecting client financial interests throughout construction.
- Coordinate with owners, contractors, consultants, architects, engineers, and internal project teams.
- Participate in project meetings and provide financial, contractual, and project controls updates.
- Assist with risk identification, issue resolution, and project governance activities.
Required Qualifications
- Minimum 10 years of experience in one or more of the following:

- Capital Program Management
- Demonstrated experience managing construction budgets, forecasting, financial reporting, and cost controls.
- Strong experience reviewing and processing contractor pay applications.
- Extensive experience with change management, including change order creation, review, evaluation, negotiation, processing, and tracking.
- Experience reviewing Guaranteed Maximum Price (GMP) proposals and construction cost estimates.
- Strong understanding of:

- Experience with project management and construction management software is preferred.
Preferred Qualifications
- Experience supporting public-sector or institutional capital construction programs.
- Owner's Representative consulting experience.
- Experience with Construction Manager at Risk (CMAR) delivery.
- Knowledge of project controls software such as Primavera P6, Procore, e-Builder, Kahua, Oracle, or similar platforms.
- Experience supporting large capital improvement programs.
- Bachelor's degree in Construction Management, Engineering, Finance, Accounting, Business, or a related field preferred.
