This position is responsible for the overall management of the Agency budget, contracts, grants, and audit related activities.
This position also serves as a direct liaison to the State and County fiscal/budget management staff and represents the Agency in working through procedures and processes that are shared between these offices. This position analyzes state and county financial reports to monitor expenditures and make annualized projections of total anticipated spending; reviews reports prepared by others for accuracy/completeness; prepares financial reports as required for various purposes; interprets fiscal policy for own use as well as other staff/units; develops agency fiscal operating procedures; provides technical assistance and support to staff; and provides information to various outside agencies/individuals.
This position must be knowledgeable of the total budget and reporting process for the department. This position must be abreast of all budget issues and monitor spending to ensure both financial security and that the agency receives correct reimbursements. This position collects and analyzes the financial situation of the agency on a monthly basis in order to manage the agency’s financial resources. State and County expense reports are reconciled and analyzed monthly to establish projected annualized expenses.
MINIMUM EDUCATION & EXPERIENCE REQUIRED: Graduation from a four-year college or university with a major in accounting and one year of accounting/auditing experience in the preparation of interpretive or analytical accounting/financial statements and reports; or a four-year degree in business administration or other field with twelve (12) semester hours in accounting and two years of experience as specified above; or a two-year degree in accounting and four years of experience as specified above.
KNOWLEDGE, SKILLS AND ABILITIES: Ability to interpret and apply Federal and State fiscal regulations; ability to analyze and correct financial problems and bookkeeping errors; to establish effective working relationships With the public or departmental program personnel; and ability to prepare interpretive or analytical accounting or financial statements and reports. Considerable knowledge of accounting principles and practices; and considerable knowledge of governmental accounting methods, procedures, and financial practices.

The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Drivers License.

Law enforcement background check is required.
Duties of this position require the use of the employees personal vehicle.
This position will require assisting in emergency and/or disaster situations.
The Cumberland County Department of Social Services has a dress code policy that must be adhered to. This policy includes specific guidelines related to tattoos and body piercing.
