JOB
JOB GOAL: The Supervisor of Student Health Services and School-Based Medicaid Programs provides leadership, oversight, and strategic direction for the District's student health services, School-Based ACCESS Program (SBAP), Medicaid reimbursement programs, Random Moment Time Study (RMTS), and related compliance initiatives. This position is responsible for ensuring high-quality health services for students while maximizing reimbursement opportunities through state and federal programs. The Supervisor collaborates closely with Special Education, Finance, Student Services, school administrators, healthcare providers, and external agencies to support student success, maintain regulatory compliance, and ensure fiscal stewardship.

ESSENTIAL FUNCTIONS:
The essential functions include, but are not limited to the following:
Student Health Services Leadership

Ensure adequate staffing in all buildings to meet health and safety needs of students, including preparation and distribution of certified school nurse schedules based on state mandated nurse-student ratios and building activity.

Coordinator of Homebound Services

Development and revision of district health policy, procedures and process.

Wellness Coordination to support district wellness policy including development and support of district wide wellness process and procedures.

District 504 Coordinator. Ensure 504 plans are coordinated with School Counselors and Certified School Nurses

Support Special Education and Alternative Education administrators regarding health and psychosocial needs of students needing special accommodation that will assist them in succeeding academically.

Manage health metrics and reporting (e.g., annual SHARRS report, annual immunization compliance report, and communicable disease surveillance, etc.) for all locations as required by federal and state authorities.

Oversee annual budgets and inventories, reviewing annual reimbursements, directing the purchase of medical supplies and equipment to support SDoL healthcare needs.

Supervise, coach and evaluate the performance of assigned staff, act as a resource, provide support and ensure professional development opportunities for health services staff to increase retention of health service staff.

Seek all reimbursements available to the District via the SBAP, RMTS, PA Random Annual Cost Report

Oversee the Random Moment Time Study (RMTS) program for SDoL

Create and manage the budget and assist staff with submitting their online claims surveys for reimbursement, in adherence with projected budget

Train staff on, track training compliance, and oversee the reimbursement processes for Medicaid, SBAP and RMTS

Continually review and audit procedures and processes for submission of claims for reimbursement

With the director of special education, Ensure efficiencies of processes, adequate internal controls, data integrity, and IEP compliance for SDoL

Manage processes and procedures for SBAP IEP compliance and work collaboratively with the Special Education Department, SBAP providers, and contracted employees to ensure positive outcomes for students served by SBAP program

With the CFO, analyze quarterly and annual cost settlement reports to ensure that the district is receiving all monies due, as well as meeting revenue projections

Serve as the district liaison for the Certified Registered Nurse Practitioner and/or Physician to ensure medical prescriptions are accurately written and approved

Maintain an accurate and up-to-date database of information to monitor staff certifications and licenses, as required by the state
