Reports to: Senior Manager of People & Culture
The position has an introductory probationary period of 90 days.
The HR Administrator provides essential day-to-day operational and administrative support for the People & Culture department. This role supports the employee lifecycle through onboarding, offboarding, employee inquiry triage, HRIS updates, personnel file maintenance, scheduling, document tracking, and coordination of routine People & Culture workflows.
This position is designed as a broad, full-spectrum HR administrative role. The HR Administrator supports the department by ensuring that employee-facing processes are timely, accurate, organized, and accessible. This role is not responsible for independently making HR compliance decisions, conducting investigations, determining accommodations or protected leave eligibility, or providing complex employee relations guidance.
The People & Culture department serves the employees of Do Good Multnomah by fostering positive working relationships, maintaining a value-aligned organizational culture, and supporting compliant employment practices. People & Culture serves the role of a traditional Human Resources department at Do Good Multnomah.
This position has access to confidential employee information, personnel records, payroll and benefits-related information, and other sensitive organizational data in the course of assigned work. The employee is expected to access and use information only as necessary to complete assigned tasks and to maintain strict confidentiality in accordance with Do Good Multnomah policies and applicable privacy, employment, and data security requirements. Any actual or suspected breach of confidentiality must be reported promptly to a supervisor.

Coordinate onboarding logistics for new hires, including new hire paperwork, I-9 verification, background check processing, HRIS account setup, system access requests, badge and materials preparation, orientation scheduling, and other onboarding tasks as assigned.

Support orientation and training events by preparing materials, coordinating room setup, tracking attendance, and assisting with light setup and take-down of supplies, equipment, and training materials.

Support employee offboarding by maintaining offboarding checklists, coordinating system access changes, routing final pay and benefits information to appropriate team members, and completing other offboarding tasks as assigned.

Support internal transfer and status change workflows by preparing forms, tracking approvals, updating records, and coordinating with People & Culture, Payroll, Finance, and program or department leadership.

Monitor and triage the People & Culture inbox and other employee inquiry channels, responding to routine questions and routing more complex matters to the appropriate People & Culture team member.

Assist employees and managers with routine Paycom, password reset, login, and access-support questions, including routing technical issues to the appropriate system owner when needed.

Provide warm, accurate, and timely customer service to employees and managers while maintaining appropriate confidentiality andworkplace boundaries.

Receive and track PTO pool requests, employment verification requests, personnel record requests, and other routine employee support workflows.

Maintain accurate HRIS data and electronic personnel files, including employee status changes, reporting relationships, job and pay information, required documents, and other employee records.

Support regular data audits and reporting related to employee records, onboarding, offboarding, compliance reminders, training completion, and other People & Culture operations.

Maintain job description, requisition, template, form, and policy libraries as assigned.

Complete employment verifications and support documentation collection for unemployment claims, leaves, accommodations, audits, and other HR processes as assigned.

Support routine benefits and leave administration by helping employees access forms, tracking receipt of documentation, scheduling follow-up, and routing questions to the Payroll Manager, HRBP, or Senior Director as appropriate.

Coordinate with Payroll and Finance on employee status changes, benefits changes, pay-related documentation, and final pay workflows as assigned.

Maintain administrative tracking for leaves, benefits, and payroll-adjacent workflows without independently determining eligibility, accommodation, or pay outcomes.

Provide administrative support to the Senior Director, Senior Manager, Payroll and Benefits Manager, HRBP, and other PnC team members as assigned.

Coordinate scheduling, calendar holds, meeting preparation, note tracking, document organization, and follow-up tasks for department workflows.

Support the material needs of the People & Culture department through supply tracking, resource acquisition, and routine purchasing or reconciliation support as assigned.

Participate in continuous improvement of People & Culture processes, templates, checklists, and standard operating procedures.

Proficiency with Microsoft 365, including Outlook, Teams, OneNote, Word, and Excel, and ability to reliably learn and use HRIS, payroll, and document management systems.

One (1) year of administrative, HR, office coordination, employee support, or equivalent experience.

Experience maintaining accurate records, tracking multiple workflows, and handling confidential information.

Experience using Microsoft 365 or similar office productivity tools.

Ability to reliably and consistently utilize organizational technology systems, including HRIS, payroll, document management, and communication platforms.

Must be able to successfully complete a pre-employment background check.

Experience in HR administration, People Operations, nonprofit administration, or social services administration.

Experience with Paycom.

Experience supporting onboarding, offboarding, personnel records, or employee inquiry workflows.

Experience in a nonprofit, social services, houseless services, or unionized workplace setting.
This position is based primarily in Do Good Multnomah’s downtown Portland office location and requires the ability to perform routine tasks in an office environment. While performing the duties of this job, the employee is regularly required to sit, use a computer, use hands and fingers, reach with arms, talk, and hear. The employee may be required to stand, walk, bend, carry materials, and navigate stairs or elevators.
The role may occasionally require lifting, carrying, pushing, or moving objects weighing up to 25 pounds, including onboarding supplies, training materials, office supplies, and light event setup or take-down materials. Work may include occasional travel to Do Good Multnomah program sites or meeting locations in the Portland/Vancouver area for orientation, onboarding, training, or department support needs.
Work is generally performed in a shared office environment and may involve frequent computer use, interruptions, competing deadlines, and communication with employees and managers regarding sensitive or confidential topics.
