Position Overview:
The BIP/BMP Database Administrator/Software Developer (DBA/SD) will be responsible for managing the existing database as well as providing updates to the system and setting up new database systems. In addition, the DBA/SD will create or organize systems to store different types of data, and ensure databases run efficiently and securely. Also, the DBA/SD will query databases to generate reports and present such reports in a way that non-technical personnel in leadership can understand the data to make informed decisions.
The DBA/SD shall design, develop, install, patch, update, and test software/web applications used for the collection, storage, and management of bridge inspection data.
Responsibilities:
- Project Management: Apply Agile or similar project management methodologies for project development.
- Software Design and Development: Enhancing and maintaining the FLH Bridge Data Management Web System application. The FLH Bridge Data Management Web System application was created for the National Park Service (NPS) to view, analyze, and print online canned and ad hoc data reports; as well as current bridge inspection reports. The FLH Bridge web application also allows clients to view and print up-to-date bridge location maps for each NPS park that the Bridge Inspection Program (BIP) inspects.
- Enhancing and maintaining the FLH Bridge web intranet application. This intranet web system has additional functionality for secured / internal FHWA users.
- Design and development of software. Software may include web-based solutions, windows-based solutions, and scripts. The DBA/SD will also install, configure, and test new applications as needed. Back-end support for applications can include writing triggers, procedures, and packages for database access, tuning application SQL statements, pinning objects to optimize performance, as well as creating and maintaining any necessary database objects. The DBA/SD will be responsible for assuring that a current copy of applications is kept at the EFLHD COOP site. All software designed and developed must meet Section 508 compliance.
- Design and development of database applications to meet future management and inspection requirements of the National Bridge Inspection Standards (NBIS), National Tunnel Inspection Standards (NTIS), and the National Tunnel Inventory (NTI).
- Software Management: Work with the EFLHD IT Department to perform installations and upgrades and will apply patches to the database software as needed.
- Migrate existing databases to new platforms and create new databases with appropriate parameters based on the organization’s requirements.
- Work with other EFLHD staff to ensure that proper compatibility and testing is completed prior to making any changes to the existing environment.
- Maintain a copy of the current database software at the EFLHD Continuity of Operations Plan (COOP) site
- Work with software vendors to deploy code and updates.
- Customize and improve structure inspection reports using form designer.
- Configuration Management: Track and control software development activities.
- Manage the software development with respect to issues such as multiple developers working on the same code at the same time, targeting multiple platforms, supporting multiple versions, and controlling the status of code (for example beta testing versus production release).
- Check-in/checkout control of code and the ability to perform builds of the entities. Software lifecycle management and planning will be performed.
- Software Documentation Management: Develop documentation for applications that are not currently properly documented.
- Maintain a Software Engineering Standards document.
- Software User Support: Provide support and troubleshooting for users of software. All requests for assistance, including resolution details will be properly logged into the DOT help desk system.
- Backup and Recovery: Create and implement a backup and recovery strategy for the databases. This will include both physical and logical backups of databases, and performing recovery activities, when necessary, as well as continuous review and updating of recovery plans and procedures.
- Database Management, Development, and Testing: Perform exports and imports of the databases, whether this is on a regularly scheduled basis or by special request.
- Perform any relocation of data files, including log files.
- Ensure data integrity within each database meets the organization’s requirements by creating and maintaining referential integrity according to agreed-upon definitions.
- Performance Management: Monitoring the performance variables of the database system, such as disk and network Input/Output, CPU utilization, paging rates, and database cache hit ratios.
- Checking for contention, unbalanced index growth, and other performance related events.
- Space Management: Monitoring the components of the database systems space management, such as disk space capacity, swap space available, objects reaching maximum extents, and amount of free space.
- Fault Management: Monitoring the database system and an alert will trigger when specific types of events occur, such as when the
- database is down, new alerts have been written to log files, and when users are unable to connect to the database.
- Object Management: Handling all aspects of managing objects within the database. This includes the creation of new objects, granting privileges on all objects, managing space usage of each object, creating database links when needed, and performing database reorganizations as needed.
- Security Management: Creating and maintaining database users, roles, and profiles. All work will be performed based on the organization’s requirements.
- Maintaining the database backup and recovery plans.
- Assuring systems meet FHWA security requirements.
- Resource Management: Checking the utilization of the system against the database parameters for such events as user limits, process limits, lock limits, and data file limits, as needed.
- Capacity Planning: Collecting performance data over a period, enabling the DBA/SD to analyze the data for both diagnosis of problems and planning for the future. All diagnostic recommendations and modifications will be implemented based on the organization’s licensing and support requirements.
- System Performance Tuning and Capacity Planning: Monitoring and adjusting database parameters to improve database performance, in addition to analyzing.
- potential resource bottlenecks. The DBA/SD will work to analyze the situation, provide detailed recommendations, work towards resolving performance issues, and assist in planning for future growth.
- Data Migration: Migrate or transfer data from various database Industry Partners into Microsoft Access, Oracle, SQL Server, and BrM.
- Change Management: Maintaining a change management system.
- Database Documentation Management: Maintain schema, entity diagrams, data models, data dictionaries, business flow and other database related documents.
- Database User Support: Providing support and troubleshooting for users of database systems. All requests for assistance, including resolution details will be properly logged into the DOT help desk system.
- Maintain and update departmental documentation.
- Familiarity with NBIS and NTIS compliance.
- Report Development: Creating and maintaining report templates using Crystal Reports and other reporting software.
- Data Analysis: Research, compile, and evaluate raw bridge management data so that useful information can be extracted. The main sources of the data are the SDMS, PONTIS, BrM, and AssetWise databases.
- Prepare Maps: Generate/Edit/Customize National Park maps that provide locations of structures inspected by the BIP. These maps are Section 508 compliant.
