Position Summary
The Clinical Manager (LBA) - Telehealth is a Licensed Behavior Analyst responsible for telehealth assessment, treatment planning, caregiver coaching, clinical management, triage, clinical escalation, supervision, and care coordination for assigned clients and families. This role ensures telehealth services are individualized, data-based, dignity-preserving, medically necessary when applicable, ethically sound, and aligned with Step-In policy, payer requirements, Alaska law, clinical best practice, and the scope of the service being provided.
Telehealth services may include ABA services and may also include evidence-based caregiver support, stabilization, or coaching models that are not ABA. When services do not meet the seven dimensions of ABA or are not authorized as ABA, the Clinical Manager must clearly describe the service as non-ABA, practice within the practitioner's competence and scope, and document the distinction in caregiver communication, records, billing support, and supervision.

Classification: Exempt or non-exempt as designated in writing and consistent with wage and hour requirements.
Pay range: $48.50-$52.50 per hour.
Schedule: Part-time or variable schedule based on telehealth caseload, parent availability in Alaska, authorization cycles, caregiver coaching needs, clinical escalation needs, and business need.
Parent-available hours: Availability must include parent-friendly hours in Alaska time, such as after school, early evening, and occasional weekend blocks when assigned. Scheduling must consider family availability, rural access barriers, caregiver work schedules, and time zone differences.
Systems: Artemis or current EHR/data collection system; My Hours or current timekeeping system when applicable; Microsoft 365 for approved work communication; Zoom or Step-In-approved secure video platform.
Essential Duties
Telehealth Assessment, Triage, and Caregiver Service Planning
· Review intake information, referral concerns, caregiver priorities, safety needs, technology access, service fit, and telehealth appropriateness.
· Conduct or oversee telehealth assessments, caregiver interviews, record reviews, skills assessments, functional behavior assessment components, and direct observation by video when clinically appropriate and within scope.
· Develop individualized treatment plans, caregiver coaching plans, stabilization plans, safety plans, transition recommendations, and discharge criteria based on assessment, data, caregiver input, and service authorization.
· Triage caregiver requests, clinical concerns, and risk indicators; determine whether routine coaching, expedited clinical review, in-person support, emergency response, or referral to another provider is needed.
· Ensure services are culturally responsive, trauma-informed when applicable, dignity-preserving, clinically justified, and not based solely on schedule convenience or preset service packages.
Caregiver Coaching and Evidence-Based Practice
· Provide caregiver coaching, parent training, and clinical guidance through telehealth when authorized, clinically indicated, and documented.
· Use evidence-based or evidence-informed caregiver support models within scope of competence, including experience with RUBI Parent Training, ACT-informed caregiver support, and Balance caregiver coaching or related curricula.
· Clearly distinguish ABA treatment recommendations from non-ABA caregiver education, behavioral stabilization, ACT-informed support, or other evidence-based practices that fall outside ABA service delivery.
· Adapt coaching to family priorities, caregiver capacity, home routines, culture, language needs, rural service barriers, and technology access while maintaining clinical integrity.
· Support caregivers in implementation, troubleshooting, generalization, safety planning, and maintenance while avoiding recommendations outside the practitioner's role, licensure, credential, or competence.
Clinical Management, Supervision, and Escalation
· Analyze client data, caregiver reports, telehealth observations, treatment fidelity, clinical barriers, safety concerns, and contextual variables to update plans and protocols.
· Supervise and support assigned LABAs, BTs/RBTs, BTs in Training, trainees, and telehealth team members when included in the assigned service model.
· Conduct direct observation by video, treatment integrity checks, fidelity review, interobserver agreement checks when applicable, data review, and performance feedback.
· Ensure protocols are implemented as written and that staff do not independently revise treatment protocols, mastery criteria, prompting procedures, data systems, or behavior plans.
· Escalate concerns promptly when telehealth is not clinically appropriate, safety risks increase, caregiver needs exceed the assigned service, emergency response may be needed, or payer/scope limitations affect service delivery.
· Coordinate with medical providers, schools, speech-language pathologists, occupational therapists, mental health providers, waiver care coordinators, and other professionals when consent is in place.
Documentation, Billing Readiness, and Systems Use
· Complete session notes and billable documentation within 24 hours of service end time, or before clocking out when the 24-hour deadline would occur during nonworking time.
· Ensure documentation in Artemis or the current EHR/data system is accurate, objective, clinically meaningful, payer-ready, and consistent with the service type, authorization, start/stop times, provider status, caregiver participation, telehealth modality, and clinical content.
· Document whether the service provided was ABA, caregiver guidance, assessment, clinical management, stabilization support, non-ABA evidence-based caregiver coaching, or another approved service type.
· Submit accurate time in My Hours or the current timekeeping system when required and ensure billed work, documentation, and timesheets align.
· Use Microsoft 365 accounts for work-related email, Teams, SharePoint/OneDrive files, and approved work logins; do not use personal accounts for Step-In records or client communication unless specifically authorized.
Telehealth Privacy, Technology, and Workplace Expectations
· Maintain a private, professional telehealth workspace where household members or other unauthorized individuals cannot see or hear client information.
· Use Step-In-approved sign-ins, secure passwords, multifactor authentication when required, and approved platforms for video, email, files, scheduling, and documentation.
· Confirm caregiver identity, client location, emergency contact information, and an emergency plan when clinically required or consistent with Step-In telehealth procedures.
· Do not record telehealth sessions, screenshots, chat content, or client information unless specifically authorized by Step-In policy, consent, payer rules, and applicable law.
· Protect confidential and private information, including client records, caregiver information, employee information, supervision records, and internal Step-In documents.
· Maintain a professional appearance, respectful communication, timely attendance, and a supportive tone during telehealth sessions, caregiver meetings, staff meetings, and written communication.
Role Boundaries and Delegation
· The Clinical Manager (LBA) remains responsible for final clinical decisions for assigned ABA cases, including assessment interpretation, medical necessity, treatment design, treatment plan updates, major protocol changes, and discharge recommendations.
· Delegated LABA or staff work must be reviewed and approved at a level consistent with client need, staff competence, payer requirements, telehealth risk, and documented role boundaries.
· The Clinical Manager must practice within active Alaska LBA licensure, certification status if applicable, payer requirements, scope of competence, telehealth requirements, and Step-In assignment.
· The Clinical Manager must not represent non-ABA caregiver coaching or stabilization work as ABA unless the service meets ABA standards, is within scope, and is authorized/documented as ABA.
· Concerns related to safety, service fit, authorization, caregiver capacity, technology barriers, ethics, scope, documentation, or payer requirements must be escalated to the Clinical Director or designee.
Planning Targets and Bonus Alignment
Planning targets may vary by client need, payer rules, authorization cycles, caseload composition, LABA support, telehealth workflow assignment, parent-available scheduling requirements, company-caused barriers, and clinical risk. The Clinical Handbook controls current productivity and bonus standards.
· Telehealth billable expectations should be based on assigned clinical management, assessment, caregiver coaching, stabilization, supervision, and authorized service responsibilities.
· LBA bonus thresholds are based on delivered billable clinical management hours, with target mix of at least 90% clinical management activities and up to 10% direct service provision unless a different written assignment applies.
· When the role includes a defined training, supervision coordination, grant, triage, or telehealth workflow allocation, clinical billable targets and bonus thresholds should be reduced or prorated for the approved allocation.
· Nonbillable expectations may include clinical meetings, staff support, documentation review, care coordination, scheduling support, quality assurance, training, and telehealth workflow development.
Credentialing and Compliance Requirements
· Maintain active Alaska Licensed Behavior Analyst (LBA) license and any required certification, registration, payer enrollment, supervision qualification, and background check clearance required for assigned services.
· Maintain required supervisory training before supervising when applicable and comply with Alaska law, BACB or certifying entity requirements, payer requirements, Medicaid rules, telehealth rules, and Step-In supervision standards.
· Notify Step-In immediately of any license or credential lapse, restriction, investigation, ethics concern, background check issue, payer enrollment issue, supervision limitation, or change that may affect service eligibility.
· Maintain HIPAA/privacy, mandated reporting, fraud/waste/abuse, documentation, billing integrity, conflict-of-interest, and professional conduct requirements.
· Use the correct approved title in session notes, treatment records, payer documents, caregiver communication, school/community communication, signatures, and external-facing communication.
Minimum Qualifications
· Active Alaska Licensed Behavior Analyst (LBA) license, or eligibility and approval to begin only after license verification when required.
· Master's degree or higher in behavior analysis, psychology, education, special education, human development, social work, behavioral sciences, or a related field as required by licensure, certification, or payer rules.
· Current BCBA certification when required by assigned payer, credentialing, or Step-In role expectations.
· Experience providing ABA services to children or individuals with autism, developmental disabilities, or behavioral support needs.
· Experience with telehealth service delivery, caregiver coaching, parent training, or remote clinical consultation.
· Experience using RUBI Parent Training, ACT-informed caregiver support, and Balance caregiver coaching or related evidence-based caregiver support models.
· Ability to pass required background checks and meet provider-readiness, payer, Medicaid, and Step-In requirements.
· Ability to work parent-available hours in Alaska time, including after-school, early evening, and occasional weekend availability when assigned.
· Ability to use approved technology systems for data collection, documentation, timekeeping, email, team communication, telehealth delivery, and clinical review.
Technology Requirements
The employee must maintain reliable computer and internet access that supports secure, uninterrupted video conferencing with families and Step-In team members. Step-In may require proof that technology is adequate for assigned telehealth work.
· Computer: current supported Windows or macOS operating system; 8 GB RAM minimum, 16 GB preferred; modern multi-core processor; current security updates; full-disk encryption when required; and ability to run Zoom, Microsoft 365, Artemis, and other approved systems reliably.
· Video and audio: functioning webcam with 720p minimum and 1080p preferred; headset or earbuds with microphone strongly recommended to protect privacy and improve audio quality.
· Internet: minimum 25 Mbps download and 5 Mbps upload; 50 Mbps download and 10 Mbps upload preferred for stable family video sessions, screen sharing, and documentation work.
· Connection: wired Ethernet or reliable secured Wi-Fi preferred; public or unsecured Wi-Fi must not be used for client sessions unless Step-In has approved a secure connection method.
· Privacy and security: private workspace, locked screen when unattended, Step-In-approved accounts only, secure storage of any work materials, and no access by household members or unauthorized individuals.
· Backup planning: employee must notify Step-In promptly when internet, equipment, power, privacy, or platform problems may interrupt scheduled family sessions or required documentation.
Preferred Qualifications
· Two or more years of post-certification or post-licensure experience with autism, developmental disabilities, multidisciplinary teams, rural service delivery, caregiver coaching, telehealth, or complex clinical needs.
· Advanced experience with RUBI Parent Training, ACT, Balance, behavioral parent training, caregiver-mediated intervention, or family-centered behavioral stabilization.
· Experience supervising LABAs, RBTs, BTs in Training, trainees, telehealth teams, or interdisciplinary teams.
· Experience with assessment, reassessment, treatment planning, medical necessity documentation, payer authorization, appeals, caregiver guidance, documentation audits, and clinical quality improvement.
· Knowledge of Alaska Medicaid autism services, payer documentation requirements, HIPAA, mandated reporting, telehealth requirements, and ABA ethical standards.
Knowledge, Skills, and Abilities
· Advanced knowledge of ABA principles, assessment, data analysis, treatment planning, protocol modification, behavior intervention, caregiver collaboration, generalization, maintenance, and transition planning.
· Ability to apply caregiver coaching models through telehealth while maintaining clear service boundaries, scope, consent, privacy, and documentation standards.
· Ability to use Zoom, Microsoft 365, Teams, Outlook, Word, Excel, SharePoint/OneDrive, Artemis, and My Hours or current Step-In systems proficiently.
· Ability to analyze complex data, identify clinical risk, make medically necessary recommendations when applicable, and adjust treatment or coaching based on client and caregiver response.
· Ability to supervise staff respectfully while maintaining clear expectations for fidelity, documentation, safety, attendance, communication, and professionalism.
· Ability to write objective, timely, clinically strong, payer-ready treatment plans, reassessments, session notes, appeals, and clinical records.
· Ability to coordinate care with caregivers, schools, medical providers, and related professionals while protecting confidentiality and consent requirements.
Physical and Environmental Requirements
· Ability to sit, use a computer, write reports, attend video meetings, and communicate by audio/video for extended periods.
· Ability to see, hear, and communicate sufficiently to observe telehealth sessions, evaluate treatment fidelity, maintain safety planning, and respond to caregiver concerns.
· Ability to maintain a professional, private, low-distraction workspace for telehealth sessions, caregiver meetings, and confidential work.
· Ability to travel to clinic, home, school, community, or other approved settings when role assignment, supervision, assessment, payer requirements, or clinical need requires in-person service.
· Ability to perform physical tasks consistent with assigned client needs when providing in-person assessment, supervision, or clinical support.
