Position: Quality Assurance Manager
Department: Compliance
Shift: Individual schedules can be determined with supervisor and within business needs/hours. In general, our agency provides services Mon-Fri from 8:00am to 5:00pm.
Salary Range: $87,796.80 to $123,073.60. There are 15 steps on our salary scale. We use a bona fide factor system to determine starting wage (years of experience, education, credentials, and specialty skills that relate to the job requirements).

Position Requirements: Bachelor’s degree in health-care related field required. Field such as: Healthcare administration, behavioral health, healthcare quality management, compliance, Medicaid/OHP programs, accreditation, Clinical Auditing. Experiences in Community Mental Health Programs and /or CCBHC environments strongly preferred. Five or more years of high-level experience in a human services-related field may be considered equivalent. Master’s degree or Graduate Certificate in a health care field preferred. Five years’ experience in human services or health care required; specific experience in behavioral health, quality assurance, and/or quality improvement preferred. Advanced knowledge of data bases and reporting tools preferred, although interest and aptitude in using technology and analyzing data may be exchanged for direct skills and experience in this area. Combination of education/experience that demonstrates the ability to perform the duties outlined for this position may be considered. Knowledge of Oregon behavioral health regulations, OAR Chapter 309, OHP/Medicaid requirements, CCBHC standards, COA standards, HIPAA, 42 CFR Part 2, Fraud, Waste, and Abuse prevention practices, clinical documentation requirements, quality improvement methodologies, and risk management principles.
Summary: The Quality Assurance Manager provides strategic leadership and operational oversight for Columbia Community Mental Health’s compliance program. The position is responsible for developing, implementing, and evaluating systems that ensure compliance with federal and state regulations, CCBHC requirements, Medicaid/OHP standards, COA accreditation standards, and organizational policies. The Manager leads CCMH's quality improvement infrastructure and promotes a culture of continuous improvement, risk reduction, client safety, and regulatory compliance. This position serves as a key advisor to executive leadership regarding quality outcomes, compliance risks, certification of approval readiness, audit findings, performance improvement initiatives, and regulatory requirements.
