Job Summary
Reporting to the Manager Terminal Operations, the Facility Operator functions on a 12-hour rotating shift basis. The position is primarily responsible, as part of a shift team, for the safe and efficient operations of the terminal in accordance with Standard Operating Procedures (SOP’s). The position is also responsible for the safe handling of Hull Terminal products through the pipeline system and execution of safe, efficient, and timely turnaround of railcars and road tanker wagons in accordance with precontracted agreements. These activities must be conducted safely, cost-effectively, and reliably and must be delivered in a manner that consistently adds value to PPEM’s overall business process.
Dimensions
The position must evidence an understanding of terminal operations; its general functions are subjected to clearly detailed procedures and the position operates under specific guidance and direction of the Manager Terminal Operations. The position coordinates Pre-Loading, During Loading and Post-Loading activities of railcars and trucks. This includes communicating and coordinating activities with the other operators and third-party entities. The position calls for the individual to be self-driven and able to function with limited supervision. It calls for a general appreciation of interpersonal skills, as it must interface internally and externally with the groups that support its core function. The position must be competent in rail yard switching and procedures, and competent in Operation of the Rail Car Mover.

Nature & Scope
The position undertakes the safe and efficient operations of third-party product transfers via railcars, road tanker wagon and pipeline; verify safety conditions on the terminal are met prior to loading operation; ensure product volume, quantity and type are in accordance with customer and company requirements; coordinate quality specifications and product testing with the inspector and laboratory service; direct product movement with the Logistics team. Additionally, it ensures the safe and efficient operations of the terminal facilities. The position starts, stops and monitors equipment on the terminal; responsible for checking and recording plant equipment readings; under guidance, troubleshoots and corrects real time terminal equipment; performs general housekeeping and assists in the preparation of daily shift logs and technical shift reports.
The position must demonstrate knowledge of vessel loading and product transfer procedures and calls for the individual to be self-driven and able to function under guidance and Supervision.
Duties & Responsibilities
- Conduct safe and efficient operation of all storage and vessel loading activities. Monitors the operations of railcar and truck loading and product transfer equipment. Performs basic troubleshooting to detect and assess potential operational issues and generate work requests to address abnormalities.
- Ensures the safe handling of Hull Terminal products through the pipeline system.
- Under supervision, monitors and operates equipment and systems routinely and as necessary, to perform various duties related to facility operations.
- Reviews and co-ordinate work permits (hot and cold) for on-site work.
- Oversees lock out/tag out for terminal equipment.
- Ensures site is running optimal operations and working together to meet targets/goals.
- Operates equipment within established parameters per procedures.
- Troubleshoots basic problems for equipment and processes.
- Assists in managing safety sensitive situations in conjunction with the Emergency Response Team.
- Provides clear and concise communication between Control Room and Facility Operators across area and unit.
- Prepares for daily start of shift turnover, meetings, and daily rounds.
- Understands the process for confirming product quality and preparation of Certificate of Analysis (COA).
- Gathers and prepares relevant documentation for railcar and truck loading and third-party transfers in accordance with approved procedures.
- Maintains a clean and safe work environment
- Assists with developing procedures as required by Process Safety Management (PSM), under guidance of the Terminal Superintendent.
- Attends Operation Meetings (shift and non-shift) with Terminal Team.
Job Specifications
Minimum Acceptable Academic Qualifications
Engineering Technician Diploma or Associate Degree in a science or engineering field or related discipline (Chemical/Process, Electrical/Electronic, Mechanical or Instrumentation, or related program)
OR equivalent combination of education, technical training, and experience in Facility Operations
AND
Minimum number of years of Relevant Experience
2-3 years’ experience in an oil and gas production facility and/or terminal operations
Specific Skills or Knowledge
· Knowledge of and experience with operating, testing, troubleshooting technical systems in a manner that is safe to personnel and the environment.
· Knowledge of railcar loading and unloading
· Knowledge of physical / chemical processes
· Knowledge in operation of equipment e.g., pumps, compressors
· Conversant with MS Office Suite
· Self-driven and strong interpersonal skills
· Excellent written and verbal communication skills
· Ability to work effectively in cross functional teams
· Prior oil and gas experience or LPG Terminal experience and a demonstrated aptitude for working in an industrial process environment
· OSHA/DOT initial training, Globally Harmonized, Fire Ext, Standard First Aid & CPR, AED, SCBA and Fall Protection.
· Industrial Rail Training Basic Rail Car Operations, Securement, Switching and Rail Car Mover Operations
