Why does the job exist?
This position exists to provide the financial analysis necessary to support effective management of the New Mexico Environment Department's Construction Programs Bureau funding a $5 million operating budget. By converting complex financial information into clear, actionable insights, the position helps leadership allocate resources responsibly, reduce financial risk, and make informed decisions regarding public water infrastructure investments.
The position supports the Department's environmental mission by helping ensure that loans, grants, and capital appropriations are used efficiently and strategically. This financial oversight strengthens the Bureau's ability to fund water infrastructure projects that protect New Mexico's water resources, environment, and public health.
How does it get done?
- Financial and Grant Management: Direct day-to-day operations including budgeting, general ledger accounting, accounts payable, special revenue funds, and federal grants
- Team Supervision: Supervise the bureau's Financial Section staff, which includes eight total full-time employees and two direct reports
- Procurement and Contracting: Lead bureau procurement processes, including drafting requests for proposals (RFPs) and finalizing vendor contracts
- Cash Flow Modeling and Planning: Perform ongoing cash flow modeling, build loan repayment and amortization schedules, and negotiate borrowing terms for the Clean Water State Revolving Fund (CWSRF) and Rural Infrastructure Fund (RIP)
- Program Compliance: Oversee administrative, financial, and programmatic compliance for specialized infrastructure programs, including the Sewer Overflow and Storm Water Reuse Municipal Grant (OSG) and Capital Appropriation Grants
- Federal Reporting: Manage fund accounting and compile quarterly and annual financial reports for submission to the Environmental Protection Agency (EPA)

Minimum Qualification
Master's Degree in business administration, accounting, finance, auditing or related field and eight (8) years of experience in accounting, business administration, public administration, finance, or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certificate as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
